도널드 트럼프 미국 대통령이 18일(현재시간) 우크라이나·유럽 정상들과 다자 회담을 갖고 러·우크라 평화 협정 관련해 "현 전선 기준으로 한 영토 교환이 필요하다"고 밝혔다.
미 'AP 통신' '블룸버그 통신' 등에 따르면 트럼프 대통령은 이날 워싱톤 DC 백악관에서 볼로디미르 젤렌스키 우크라 대통령·우르줄라 폰데어라이엔 EU(유럽연합) 집행위원장·마르크 뤼터 나토(NATO·북대서양조약기구) 사무총장 등 유럽 정상들과 가진 다자 회담 모두 발언에서 이같이 말했다.
회담엔 프리드리히 메르츠 독일 총리·에마뉘엘 마크롱 프랑스 대통령·키어 스타머 영국 총리·조르자 멜로니 이탈리아 총리·알렉산드르 스투브 핀란드 대통령 등 주요 유럽 정상·정상급 인사 7명이 참여했다.
그러면서 "영토 교환·우크라이나 안전 보장 조건으로 한 평화 협정을 맺기 위해 길어야 2주 내 블라디미르 푸틴 러시아 대통령 포함 3자 회동을 통해 결론을 내릴 수 있을 것"이라고 밝혔다.
또 "유럽 국가들이 많은 부담을 져야 한다"며 "우리도 도울 것이며 이를 확실하게 만들 것"이라고 밝혔다.
이어 "현 전선을 고려해 가능한 영토 교환에 대해 논의할 필요가 있다"며 "슬픈 일이나 그 전선은 매우 분명하다"고 밝혔다. 지난 15일(현지시간) 알래스카 미·러 정상회담 당시 푸틴 대통령이 러·우크라 종전 합의 조건으로 요구한 우크라 영토 관련 논의를 언급한 것이다.
당시 푸틴 대통령은 미·유럽의 우크라 집단 방어를 용인하는 대신 우크라 동부 돈바스 지역 영토 전체 이양을 요구한 동시에 러시아의 크림반도 합병 인정·우크라 나토 불가입 등 조건을 제시한 것으로 알려졌다.
더불어 "이 모든 것의 끝(안전 보장·영토 교환 협상)에 평화 협정이 달성될 걸로 믿으며 가까운 미래에 이뤄질 수 있다"며 "(자신과 푸틴·젤렌스키 대통령 간 3자 회담을) 가능한 한 빨리 추진할 것"이라고 밝혔다.
트럼프 대통령은 "푸틴 대통령도 해법을 찾고 싶어 한다'며 "머지않은 시기 1주일 내지 2주 내 이 문제를 풀 수 있을지 또는 이 끔찍한 싸움이 계속될지 알 수 있을 것"이라고 했다.
