세종시의회(의장 임채성)가 제100회 회기를 맞아 마련한 ‘시민이 뽑은 우수조례’ 투표 결과가 21일 발표됐다. 가장 높은 지지를 얻은 조례는 '세종특별자치시 공동주택 화재예방과 안전문화 활동 지원에 관한 조'였다.
세종시의회는 단순한 인기투표가 아니라 공정성을 위해 체계적인 절차를 거쳤다고 설명했다. 2022년 지방자치법 전면 개정 이후 제·개정된 전체 449개 조례를 우선 전수 조사했고, 자체 심사를 통해 상위 50개 조례를 뽑았다.
이후 의원 의견과 집행부 검토를 반영해 30개 조례로 압축, 시민 모니터단·입법 전문가·의회사무처 공무원 등의 평가를 거쳐 최종 후보 10개를 선정했다.
마지막 절차는 시민투표였다. 지난 8월 1일부터 8일까지 세종시의회 누리집과 ‘세종시티앱’을 통한 온라인 투표에는 총 479명의 시민이 참여했다. 1인당 3개 조례를 선택할 수 있는 방식으로 진행됐다.
투표 결과, 공동주택 화재예방 조례가 287표(22%)를 얻어 1위에 올랐다. 2위는 '이응버스 운영 및 지원 조례'(214표, 17%), 3위는 '초등학생 생존수영교육 지원 조례'(149표, 12%)였다.
이 밖에도 안심귀가 환경 조성 ,마을교육공동체 활성화 지원 ,위기 임산부 및 위기영아 보호·상담 지원 ,마을농업행정도우미 운영 ,청소년 문화카드 지원 ,옥외행사 안전관리 조례 등이 상위권에 이름을 올렸다.
세종시의회는 이번 결과에 대해 “공동주택 거주 비율이 전국 최고 수준인 세종시에서, 화재예방과 안전관리를 제도화한 점이 시민들로부터 높은 평가를 받은 이유”라며 “특히 전기차 충전구역의 안전관리 같은 최신 정책도 반영된 만큼 지역 수요에 부합하는 조례였다는 점에서 의미가 크다”고 분석했다.
이번 시민투표에서 눈에 띄는 부분은 조례의 성격이다. 상위권에 오른 대부분이 안전·교통·교육 등 시민 생활과 직결된 분야였다는 점이다. 세종시의회는 이를 두고 “시민들이 피부로 체감할 수 있는 생활밀착형 정책이 가장 큰 가치를 인정받았음을 보여준다”고 평가했다.
임채성 의장은 “시민의 안전과 생활 편의를 강화하는 조례가 높은 점수를 받은 것은 그만큼 시민의 눈높이와 생활 현실에 부합한 정책을 주문받은 것”이라며, “앞으로도 시민이 체감할 수 있는 조례를 적극 발굴하고 입법을 통해 실현해 ‘시민과 함께하는 의회’를 구현해 나가겠다”고 말했다.
