올해 초, 러시아가 2013~14년에 작성한 것으로 추정되는 80여 곳에 달하는 한국의 군사 시설과 포항제철소, 부산 화학공장 등의 민간 시설을 미사일로 타격하는 훈련을 계획했다는 문건이 나왔다고 영국 FT가 보도한 적이 있었다. 문제는 러시아가 한국의 군사 시설과 민간시설을 미사일로 타격하는 훈련을 계획했다는 문건을 정확하게 공개하지 않은 것에 있다. 영국 FT는 이같은 중대한 내용을 기사 하나로만 짤막하게 보도하고 한국 언론이 이를 배껴와 검증되지 않은 보도를 한 것이다. 이는 외교적으로 매우 엄중하고 중대한 사건이다. 외교부가 우리 국방부 등은 이 문건에 대해 공개를 요구해야 할 의무가 있다. 그러나 아무도 이에 대한 공개를 요구하지 않았다. 이런 정도라면 그냥 "믿거나 말거나", 혹은 "아니면 말고" 식인 것이다.
2013~14년 당시는 한러관계가 최고조로 좋았을 때다. 당시 박근혜 대통령이 모스크바 방문하여 푸틴 대통령과 회담을 했는데 시베리아 횡단철도를 부산까지 연결하고 북한을 통하지 않고 블라디보스톡에서 열차를 배에 실어 동해에서 연결해 서울과 부산을 잇는 방안을 협의했었다. 모델은 덴마크와 스웨덴 연결 철도를 잇는 방식으로 했었던 것이다.
그러기 위해 선결되어야 할 방안은 복잡하고 난해한 비자 문제였다. 그래서 2014년 1월 1일부로 한국과 러시아는 상호 무비자 협정을 체결한다. 한국인은 러시아를 180일 중 90일을 체류할 수 있고 한 번 체류하면 60일 무비자, 다른 국가 갔다가 입국하면 30일 무비자가 추가로 주어진다. 이는 러시아인도 한국에 체류하면 같은 조건이 주어진다. 러시아인들은 한국에 무비자로 60일을 지내고 일본 놀러갔다가 한국에 다시 돌아와도 30일을 무비자로 체류할 수 있다. 우리도 핀란드나 에스토니아, 카자흐스탄, 몽골, 중국 등을 갔다가 러시아로 돌아오면 30일 더 체류할 수 있다.
그리고 푸틴 대통령은 박정희 대통령을 존경한다고 하면서 대통령의 휘호를 박근혜 대통령에게 선물했다. 이 때 선물이 '총화전진(總和前進 · 화합해 미래로 나아가자)'이라는 휘호였는데 박정희 대통령 생전에 쓴 친필을 입수한 것이다. 박근혜 대통령은 당시 푸틴 대통령의 딸인 예까쪠리나에게도 생일 때 선물을 보냈다. 그 예까쪠리나가 한국인 남성과 결혼설이 돌았던 그 여성이다. 게다가 당시 크림 합병으로 인해 대러 제재가 심각했던 때였고 박근혜 대통령은 중립을 지켰다. 현대자동차도 이 당시에 다른 외국 기업이 러시아를 빠져 나갈 때 삼성전자와 함께 러시아에 남아 러시아와 의리를 지켰다. 이에 감동한 러시아인들은 현대와 기아자동차를 구매하고 삼성전자의 전자제품들을 구매하면서 한동안 상한가를 치고 삼성 스마트폰은 러시아 내에서 가장 독보적인 위치를 차지했었다.
그로 인해 박근혜 대통령이 탄핵되었다. 대러제재에 나서라는 집단서방의 말을 듣지 않고 중립을 지켰기 때문이다. 반대로 집단서방의 말 듣고 우크라이나를 지원하며 한미일에 충성했던 윤석열도 탄핵을 당했다. 중립외교를 해도 탄핵, 한미일 집단서방으로 기울어도 탄핵됐다. 차라리 그럴꺼면 중립외교를 하고 탄핵당하는 것이 낫다고 본다. 그 러시아와 관계가 가장 좋았던 2013~2015년과 같은 시기가 앞으로 다시 올지도 의문이지만 이 시기에 미사일로 타격하는 훈련을 계획했다는 것은 거짓말이다. 그 문건이 나왔다면 앞서 언급한 것처럼 그 문건에 대해 영국 FT는 상세한 내용을 공개하며 원본을 한국에 넘겼어야 맞다. 이것은 우리의 안보와 관련 있기 때문에 충분히 요구할 수 있는 문제이기 때문이다.
게다가 이 내용을 터트린 타이밍도 절묘하다. 우크라이나는 북한군 파병, 교전 등의 내용을 끊임없이 올리며 무언의 압박과 메시지를 요구하고 있다. 트럼프가 미국의 대통령이 되어 미국으로부터 지원을 기대할 수 없으니 한국의 가장 민감한 안보 문제를 건드리며 한국의 지원을 기대한 것이다. 그러나 다행스럽게도 우크라이나의 물주 역할을 하던 윤석열은 탄핵되었고 권한 대행도 탄핵되었으며 더구나 당시 국방장관은 공석에 있었다. 우크라이나와 대화할 수 있는 사람이 모두 사라지고 없는 상태였던 것이다. 그러니 우크라이나의 요구가 먹히지 않고 있는 타이밍인데다 영국으로부터 이 보도가 나왔다. 우크라이나의 선전에도 한국이 흔들리지 않으니 영국이 러시아의 한국 공격 계획설을 유포해 직접적으로 움직임을 촉구한 것으로 보인다. 이는 명확하지 않은 내용을 퍼트리면 한국 국민들은 쉽게 받아들여 감정적으로 나설 것임을 잘 아는 미국과 영국의 합작품이라 보는 것이 맞다고 본다.
영국이 터뜨렸으니 다음은 미국이 이를 두둔할 것이고 CIA 문건이라며 뭔가 하나 나올 타이밍이 왔는데 아직까지는 이야기가 없다. 그만큼 러시아와 미국의 관계가 좋아지고 있다는 신호다. 그러나 러시아의 옆구리를 찌르는 "롱기누스의 창"은 우크라이나와 조지아, 아제르바이잔 등에서 서서히 한국으로 넘어오고 있는 것이 현실이다. 예수의 옆구리를 찔렀던 로마 병사 "롱기누스의 창"이 한국으로 그 선택지가 넘어오고 있다는 이야기인 것이다. 최근 15일 알래스카에서 푸틴 대통령과 트럼프가 만나 회담이 이루이지고 둘의 관계가 훈훈해지고 있는 이 상황에서 갖은 러소포비아에 흔들리지 말고 지금처럼 그런 부분들을 무시하는게 최상이다. 다행히 지금 한국은 윤석열과 그 지지자들이 비주류로 밀려나거나 실각하고 없다. 어쩌고 보면 윤석열의 탄핵이라는 것이 우리의 외교안보를 방어하고 남의 나라 전쟁의 당사국이 된 것을 피하게 된 긍정적인 요인도 갖추고 있다 봐야하지 않을까 싶다.

Earlier this year, the Financial Times reported that a document, believed to have been prepared by Russia in 2013-14, revealed plans for missile strikes on approximately 80 South Korean military facilities and civilian facilities, including the Pohang Iron and Steel Company and a Busan chemical plant. The problem lies in Russia's failure to accurately disclose the document. The Financial Times briefly reported this crucial detail in a single article, and the Korean media then copied it and published unverified reports. This is a very serious and grave diplomatic incident. The Ministry of Foreign Affairs and the Ministry of National Defense have a duty to demand the disclosure of this document. However, no one has demanded its release. At this point, it's simply a "believe it or not" or "don't."
South Korea-Russia relations were at their peak in 2013-14. At the time, President Park Geun-hye visited Moscow and met with President Putin. They discussed a plan to connect Seoul and Busan by connecting the Trans-Siberian Railway to Busan, bypassing North Korea, and then loading trains onto ships in Vladivostok and connecting them across the East Sea. President Putin, expressing his respect for President Park Chung-hee, gifted President Park Geun-hye a calligraphy of his.
