포항시해병대전우회 고한중 회장 등 회원 50여 명은 26일 포항시청 브리핑룸에서 기자회견을 열어 “대한민국의 안보 환경이 급변하고, 북한의 핵 위협은 갈수록 심화되는 상황에서 군 구조의 혁신은 더 이상 미룰 수 없는 국가적 과제”라며 이같이 밝혔다.
이어 “러시아-우크라이나 전쟁에 북한군 최대 10만 명이 순환 참전해 실전 경험을 쌓고 있는데 대해 우려를 표시하고, 정부가 추진하는 자주국방과 전시 작전권 이양의 중장기적 과제에 맞춰 포항해병대전우회는 8만 회원과 함께 해병대의 독립과 전략 기동성을 강화하는 ‘준 4군 체제’ 전환을 강력하게 촉구한다”고 덧붙였다.
그러면서 “그 핵심 과제는 바로 포항 해병대 1사단을 확대 개편해 해병대 1군단을 창설하는 것이다. 이미 국정기획위원회 보고 자료에 해답은 제시돼 있으며 해병대의 병력과 전략 자원 확충 없이는 준 4군 체제는 불가능하다”고 밝혔다.
나아가 “이재명 대통령이 공약한 해병대 4성 장군 임명과 회관 건립을 시작으로, 먼저 실추된 해병대의 사기와 위상을 회복해야 한다”며 “장기적으로 병력과 장비를 확대해 준 4군 체제를 완성하는 것이야말로 국가 안보를 지키는 초석이 될 것”이라고 강조했다.
또 “포항 오천읍·장기면 일대에 이미 국방부 소유의 부지가 충분히 확보돼 인프라 구축 또한 현실적으로 가능하다. 군단이 창설될 경우, 병력은 현재 2만8000명에서 4만 명으로 늘어나, 포항 지역에는 최소 1만 명 이상의 인구 유입 효과가 기대된다”고 말했다.
전우회는 특히, “해병대 1군단 창설은 단순한 군 조직 개편을 넘어, 포항을 K-방산의 거점으로 육성하는 전략적 기회”라며 “철강·이차전지 산업, 그리고 포스텍과 같은 연구 기관과의 협력은 방위 산업 발전에 강력한 시너지를 낼 것”이라고 강조했다.
