제357회 임시회에서 대표 발의한 '경상북도 농촌산업지구 지원 조례안'은 전국 최초다.
지난 3월부터 시행된 '농촌공간 재구조화법'에 따라 농촌산업지구를 지정할 수 있게 됐다.
이번 조례는 농촌 곳곳에 개별적으로 자리 잡은 소규모 산업시설들을 한곳으로 이전하고 모아서 무분별한 개발 문제를 해결하는 것이 목적이다.
조례안에는 도지사가 시군의 농촌산업지구 지정과 운영을 체계적으로 지원하는 책무를 명시했다. 농촌산업지구를 지원하는 정책 방향을 담은 연도별 계획과 실태조사 실시 근거도 마련했다.
구체적인 지원 내용으로는 농촌산업시설의 집적화 및 현대화 지원, 기업 유치 및 창업 지원, 기반시설 및 공동이용시설 설치 지원 등이 포함됐다.
농촌산업지구는 농촌마을보호지구와 충분한 거리를 두고, 농지나 하천 등 환경 훼손을 최소화하는 지역에만 지정된다. 농촌의 정주환경을 보호하면서도 산업발전을 함께 추진할 수 있는 균형 잡힌 정책 수단이 될 것으로 기대된다.
지난 2월 정부가 발표한 농촌공간계획 활성화 방안에 따르면, 농촌특화지구를 지정하면 관련 사업을 우선 지원하고 '농촌특화지구 육성 사업'을 신규로 도입해 개소당 5년간 약 100억 원을 지원한다. 농촌산업지구 육성을 위한 제도와 예산 기반이 마련된 상황이다.
정근수 의원은 "농촌지역에 산재한 산업시설들이 농촌마을의 정주환경을 악화시키는 문제를 해결하면서, 산업시설 집적화를 통한 효율성 향상과 농촌경제 활성화를 달성해야 한다"고 말했다.
그는 "특히 농촌융복합산업, 농산물 가공업, 농기계 제조업 등 농업 관련 산업을 농촌산업지구에 모으면 농업과 제조업의 연계가 강화돼 시너지 효과를 낼 수 있을 것"이라고 덧붙였다.
