문화예술 관련 6개 기관을 합친 대구문화예술진흥원은 출범 2년 만에 "도덕적으로 망가졌다"는 성토가 나올 만큼 내부 혼란이 심각하다. 통폐합을 승인했던 대구시의회조차 "지금 같은 방식으로는 대구 문화예술의 중심축 역할이 불가능하다"고 지적하고 있다.

시민 참여 제도 후퇴에 대한 비판도 이어지고 있다. 2008년 제정 이후 활발히 운영돼 왔던 정책토론청구제도는 홍 시장 취임 이후 청구인 수가 5배나 늘어나며 사실상 무력화됐다.
대구시는 조례 개정 전 제출된 8건의 청구안에 대해 두 달 넘게 집요한 검증을 벌이기도 했다. 일부 시민들을 사문서위조·공무집행방해 혐의로 고소하기까지 했다.
단체는 "활성화된 제도를 비정상이라 몰아붙이고, 주민 참여를 억압한 것"이라며 "주소 불일치를 가짜주소라 몰아세우며 흠집내기를 했고, 토론을 요구한 시민들을 불법 집단으로 낙인찍었다"고 강하게 비판했다.
이들은 "홍준표 시정에서 졸속행정과 일방행정으로 행정 신뢰가 추락했다"며 "이번 정부합동감사에서 위법 행위가 드러난다면 즉시 고발조치해야 한다"고 강조했다.
행정안전부 주관으로 보건복지부 등 10개 부처가 참여하는 이번 감사는 8월 25일부터 9월 12일까지 사전조사를 거쳐 9월 17일부터 10월 1일까지 본감사가 진행된다. 감사 범위는 2021년 6월부터 올해 8월까지 최근 4년간의 대구시 행정사무 전반으로, 홍준표 시장 재임 기간 대부분이 포함된다.

The city of Daegu conducted a relentless two-month investigation into eight requests submitted before the ordinance revision. Some citizens were even sued for forgery of private documents and obstruction of official duties.
The group strongly criticized the government, saying, "They branded a vibrant system as abnormal and suppressed resident participation. They also branded citizens who demanded discussion as illegal groups."
They asserted, "Under the Hong Joon-pyo administration, trust in the government has plummeted due to hasty and unilateral administrative actions." They added, "If any illegal activities are revealed in this joint government audit, immediate prosecution should be taken."
This audit, led by the Ministry of the Interior and Safety and involving 10 ministries, including the Ministry of Health and Welfare, will begin on August 25 and conclude on September 12, with a preliminary investigation scheduled for September 17 and ending on October 1.
