한중 관계를 해온 입장에서 윤석열 정부 3년은 빙하기였다. 그의 반중ㆍ혐중 정책으로 한중 관계는 수교 이후 최악의 상황으로 치달았다. 인적 교류와 교역 등 모든 면에서 어려움을 겪었다. 이제는 감옥에서 심판의 날을 기다리는 그에게 묻고 싶다. 대륙과 해양에 다리처럼 놓인 반도국가가 이웃 나라와 교류를 단절한다는 것이 무슨 의미인지 아는 것이냐고. 그것은 국가가 자살로 가는 길임을 아느냐고. 대한민국에게 교류는 생존의 문제임을 아느냐고.

이제 이재명 정부 출범으로 모든 게 정상화되었다. 한중 관계도 정상화의 길에 들어섰다. 특사단이 방문하고 전승절에 국회의장이 참석할 것이다. 지난 10년간 한중 공공교류를 위해 노력해온 한중도시우호협회도 한중 관계의 정상화에 발맞추어 지린(吉林)성을 방문했다. 한중 관계에서 가장 중요한 것이 경제협력이기 때문에 협회 회원사를 중심으로 한중경제협력시찰단을 구성해 지린성을 공식 방문하게된 것이다.
지린성을 첫 방문지로 선택한 것은 필자와 지린성의 오랜 인연 때문이다. 십수년전 협회 고문인 이수성 전 국무총리의 소개로 지린성을 알게돼 중국과 인연을 맺었다. 이 전 총리는 부인이 해방전 지린에서 출생했기 때문에 '지린의 사위'라는 별명이 있을 정도로 지린성과 돈독한 관계였다. 또한 지린성은 과거 항일운동의 주무대이자, 옌볜(延邊)조선족자치주 정부가 있을 정도로 조선족이 많이 사는 곳이다. 이런 배경 때문에 한중도시우호협회는 일찌감치 지린성 훈춘(琿春)시, 옌볜조선족자치주 정부와 업무협약을 맺어 교류하고 있다.

시찰단을 태운 남방항공은 만석이었다. 창춘에서 제 15회 동북아박람회가 열리는 데다 백두산 관광이 성수기이기 때문이다. 인천공항에서 지린과 헤이룽장의 독립유적지를 탐방하는 학생 일행과 반갑게 인사했다. 25일 오후 창춘 공항에 내리니 지린성 정부 외사판공실과 중한(장춘)국제협력시범구 관계자들이 마중을 나왔다. 며칠 전 창춘에서 본 관계자들이라 더 반가웠다. 협회 고문인 박상희 농어촌희망재단 이사장(전 중소기업중앙회장) 등 참관단을 소개한 뒤 샹그릴라 호텔로 이동했다.
샹그릴라호텔에 도착해 곧바로 후위팅(胡玉程) 지린성장 주최 6개국 대표단 회의에 들어갔다. 후 성장은 환영사를 통해 동북아의 번영을 위한 협력을 강조했다. 행사장에서 박양우 전 문화체육관광부 장관을 만나 반가웠다. 박 장관과는 김대중 대통령 비서실에서 함께 일했던 인연이 있다. 라빌 아흐메트신 러시아 타타르스탄 공화국 부총리와도 경제협력에 대한 대화를 했다. 특히 북한 마종수 선양 총영사가 참석해 반갑게 인사를 나누었다. 이재명 정부에서 남북 관계가 잘 풀리기 바라는 마음을 담아 악수를 했다.
지난 8월26일 오전 난후(南湖)빈관에서 열린 제 15회 동북아박람회 개막식에 참석해 후춘화(胡春華) 중국정협부주석과 인사를 나누었다. 아프리카 대표단이 대규모 참가해 함께 기념사진을 찍었다. 동북아박람회의 위상과 규모가 해를 거듭하면서 커지는 것을 느꼈다. 이어 오후에는 난후빈관 회의실에서 열린 중국 창춘시 주최 국제경제협력회의에 참석해 궈강(顧剛) 시장과 한중 도시 교류와 경제협력에 대해 대담했다. 그는 40대 후반의 젊은 지도자로 중국의 자신감을 상징하는 듯 패기에 넘치는 모습이었다. 이날 저녁 동북아박람회 귀빈만찬에서 다시 만난 궈 시장과 동북아 번영을 위해 건배를 했다.

8월27일 오후 창춘시 난카이(南開)호텔 그랜드볼룸에서 중한(장춘)국제협력시범구와 경제협력을 위한 업무협약을 체결했다. 협약식에 앞서 축사를 했다. 80년 항일투쟁의 동지였던 한국과 지린성이 이제 동북아 평화와 번영을 위한 친구이자 동지가 되어야한다고 강조했다.
양전(楊震) 중한(장춘)국제협력시범구 주임과 업무협약에 서명한 뒤 굳건한 협력을 약속했다. 협약식에서 류나이쥔(劉乃軍) 시범구 서기와 강행구 주선양총영사관 총영사직무대리가 뒷편에 서서 응원해주어 더욱 힘이났다. 류 서기와 강 총영사대리에게 감사한 마음이다. 협약식 후 농어촌희망재단 우만수 사무총장이 주중한국대사관 농무관 출신 답게 유창한 중국어로 재단을 소개하고 한중 농업협력에 대해 발표해 박수를 받았다.
행사 후 시범구를 참관하고 시범구 호텔에서 열 린 류 서기 초청 만찬행사에 참석했다. 옆자리에 앉은 류 서기는 한중도시우호협회가 시범구 업무협약 1호라며 좋은 협력을 위한 건배를 제의했다. 푸근한 인상이나 강한 리더십을 지닌 지도자이다. 이번에 함께 온 박상희 농어촌희망재단 이사장, 최종하 협회 수석부회장, 김광호 경북지회장, 이존효 부회장, 남승연 위원장, 염지희 대표, 김숙자 글로벌여성경제인연합회 이사장, 신경숙 한중경제문화교육협회 이사장, 김성구 서울시 금천구 국장, 우만수 농어촌희망재단 사무총장, 박종우 과장, 조예령 협회 총무이사, 권완근 경제협력센터 사무국장, 조우제 연구소장 등과도 한중 우호를 위한 건배를 했다.

8월28일 아침 8시 창춘역에서 백두산(중국 명 장백산長白山)으로 가는 고속철도를 탔다. 2시간 30분을 달리니 종점 장백산역에 도착했다. 6년전에 만들어진 역인데 현대식으로 웅장하고 멋지게 지어졌다. 성수기 하루 평균 8만여명의 관광객이 이용한다고 한다. 비가 내려서 백두산 등정은 어려워졌다. 아쉬움이 크지만 하늘이 하는 일이니 어쩔수 없다. 백두산 주변을 둘러보고 후일을 기약하는 수밖에. 오전 11시 농심 백산수 공장을 방문했다. 최첨단 자동화 시스템으로 생수를 생산하는 공장은 얼다오바이허(二道白河)의 명물이었다. 북한쪽 백두산에도 한국 생수공장이 들어서는 날이 이재명 정부에서 오기를 기대하는 마음이다. 오후에는 중국에 하나뿐인 5D 영화관에서 '백두산의 4계절'을 시청했다. 비행기를 타고 하늘에서 천지를 내려보는 느낌은 압권이었다. 백두산 천지를 영상으로 보는 것으로 만족해야 했다. 저녁에는 한식당에서 45도 짜리 북한 들쭉술과 대동강 맥주로 우정의 시간을 보냈다. 맥주 애호가인 김광호 경북지회장은 부인과 함께 마시겠다고 대동강 맥주 2병을 챙겼다.
