하 의원은 “북구권 발전은 대구 전체의 미래와 직결된다”며, 사업 지연과 미흡한 주민 편익 반영 문제를 지적했다.
이어 북구권 발전을 위한 3대 과제로 △운전면허시험장 이전(1이전) △도청 후적지·칠곡행정타운·학정지구 개발(3개발) △금호강 하중도 편의시설 확충(고치기)을 제시하며 시험장 이전과 후적지 개발, 문화시설 유치 지연 문제를 집중적으로 지적했다.
특히 후적지 개발과 문화예술 허브 사업이 국가 지원 사업으로 추진될 수 있도록 예비타당성 조사(예타) 반영과 중앙부처 협력을 강조했다.
대구시는 운전면허시험장 통합 이전을 2033년까지 완료하고, 관련 기관과 협의체를 구성해 기부대 양여 방식으로 추진할 계획임을 설명했다. 후적지 개발은 주민 공익시설과 재정 여건을 고려해 종합적으로 수립하며, 도청 후적지 내 도심 융합 특구와 문화예술 허브 사업은 국립근대미술관, 국립뮤지컬콤플렉스 건립 등과 연계해 진행할 예정이다.
칠곡 행정타운 부지는 신청사 건립 재원 확보를 위해 매각 예정이며, 주민 이익과 공익성을 반영한 개발을 병행한다. 학정지구는 2013년 수립된 지구단위 계획을 현실에 맞게 보완하고, 2028년 공공기관 이전 완료 후 본격 개발될 계획이다.

하 의원은 추가 질의에서 산불·침수 등 북부권 자연재난 대응, 도서관·공원 등 공공시설 건립 약속 이행, 문화예술진흥원 운영 실태 점검 필요성 등도 강조했다.
김정기 대구시장 권한대행은 "시민 수요 파악과 행정 신뢰를 기반으로 사업을 추진하고, 외부 전문가 점검을 통해 문화예술진흥원 문제 개선 방안을 마련하겠다"고 답변했다.
하 의원은 “북구권 주민 생활 편익과 지역 균형발전을 위한 사업이 신속히 추진되도록 지속적으로 점검하겠다”며 운전면허시험장 이전, 후적지 개발, 하중도 정원화, 칠곡 행정타운 및 학정지구 개발 등 주요 사업의 조속한 실행을 거듭 촉구했다.
