[브레이크뉴스=배종태 기자] 부산시가 해양수산부의 동구 이전을 앞두고 전월세 담합행위 등 불법 중개행위 차단에 나섰다.
시는 구·군과 특별사법경찰과의 합동 체제로 ‘부동산중개업 특별 합동 지도·점검’을 실시한다고 3일 밝혔다.
이번 점검은 해수부 이전으로 인한 전월세 시장 불안을 사전에 차단하고 전세사기 예방 등 건전한 부동산 거래 질서 확립을 목적으로 한다. 점검 대상은 동구 168곳, 영도구 122곳, 부산진구 887곳, 남구 564곳 등 총 1,741곳의 부동산중개업소다.
시는 ▲전월세 담합행위 ▲허위 매물 ▲공인중개사법 위반 여부 등을 중점 확인한다. 구체적으로는 ▲초과수수·기만행위 등 금지행위, ▲등록증, 자격증 게시 여부, ▲계약서 비치·등록인장 사용, ▲동일 주소지 건물의 대량 계약 여부, ▲실거래가와 계약금액 일치 여부 등을 꼼꼼히 점검할 계획이다.
점검 결과 위법사항이 적발되면 특별사법경찰 수사 의뢰와 함께 무관용 행정처분을 내릴 방침이다. 중개대상물 표시·광고 위반, 확인·설명 의무 미이행, 중개보조원 미신고 등은 계도 없이 곧바로 행정처분 대상이 된다.
시는 이와 함께 ‘모범부동산중개사무소’ 82곳을 지정해 전월세 안심계약 무료 상담 서비스를 운영하고 있으며, 구·군 단위의 직업윤리 교육과 캠페인도 병행하고 있다.
민순기 부산시 도시공간계획국장은 “기관 이전을 악용한 전월세 담합은 시민 주거 안정에 큰 위협”이라며 “강력하고 신속한 합동 점검으로 불법 중개행위를 근절하고 건전한 임대차 시장을 지켜내겠다”고 말했다.

The city announced on September 3 that it will conduct a “Special Joint Guidance and Inspection of Real Estate Agencies” in cooperation with district offices and the special judicial police.
The inspection aims to stabilize the rental market, prevent fraudulent lease contracts, and establish a fair order in real estate transactions. Beginning in Dong-gu, the crackdown will continue through October in Yeongdo-gu, Busanjin-gu, and Nam-gu, which are considered high-risk areas for potential rental price collusion. A total of 1,741 real estate agencies are subject to inspection: 168 in Dong-gu, 122 in Yeongdo-gu, 887 in Busanjin-gu, and 564 in Nam-gu.
Authorities will focus on detecting rental price collusion, false listings, and violations of the Licensed Real Estate Agent Act. Key inspection items include: ▲Prohibited acts such as excessive commission charges, deceptive behavior, and fraudulent practices ▲Proper display of registration and license certificates ▲Availability of standard contracts and use of registered seals ▲Signs of mass contracts involving the same individual in a single building ▲Consistency between reported transaction prices and actual contract amounts.
If violations are uncovered, evidence will be collected and cases will be referred to the special judicial police for investigation. Administrative sanctions will be imposed immediately, without prior warning, for offenses such as false or misleading property advertisements, failure to fulfill explanation duties, and unregistered assistants.
The city is also implementing preventive measures to protect citizens from lease fraud. Since the second half of this year, Busan has designated 82 “Model Real Estate Agencies” that provide free consultation services for safe rental contracts. Citizens can receive advice on lease agreements, housing searches, and fraud prevention by phone or in person. District offices are also conducting ongoing ethics education and awareness campaigns for licensed agents.
Min Soon-ki, Director General of Busan’s Urban Spatial Planning Bureau, stated, “We recognize that rental collusion exploiting the ministry’s relocation poses a serious threat to housing stability. Through swift and strict inspections, we will root out illegal brokerage activities and safeguard a sound rental market.”
