【브레이크뉴스 경북】진예솔 기자=경북교육청(교육감 임종식)은 도내 공·사립유치원에 재원 중인 외국 국적 유아에게도 5세 무상교육을 적용해 국적과 관계없이 모든 유아가 동일한 교육 혜택을 받을 수 있도록 한다고 5일 밝혔다.
지난 8월 교육부는 학부모의 양육 부담을 덜기 위해 2025년 5세를 시작으로 2027년까지 3~5세 전면 무상교육·보육을 단계적으로 확대하는 계획을 발표했다. 그러나 외국 국적 유아는 지원대상에 포함되지 않았다.
이에 경북교육청은 '경상북도교육청 다문화교육 진흥 조례'를 근거로 도내 유치원에 다니는 외국 국적 유아도 무상교육을 받을 수 있도록 별도의 지원책을 마련했다.
적용 기간은 2025년 7월부터 12월까지이며, 공립유치원은 방과후 과정비를 월 2만 원 추가해 총 7만 원, 사립유치원은 유아교육비 월 11만 원을 지원해 내국인 유아와 동일하게 한다. 이번 조치는 7월분부터 소급해 적용된다.
지원금은 유치원 학부모 부담금을 포함해 산정되며, 학부모 부담이 무상교육비보다 적은 경우에도 전액 지원된다. 이미 납부된 7~9월분 학부모 부담금은 운영위원회 자문이나 학부모 의견 수렴을 거쳐 반납 또는 이월 여부를 결정하게 된다.
경북교육청은 이번 조치가 늘어나는 외국 국적 유아의 현실적 교육 부담을 완화하고, 국적에 따른 차별 없이 모든 유아가 평등한 출발선에서 교육을 받을 수 있도록 하는 데 큰 의미가 있다고 설명했다.
임종식 교육감은 “외국 국적 유아도 지역사회의 소중한 구성원으로 성장할 아이들”이라며 “국적에 따라 교육 기회가 달라져서는 안 된다. 이번 무상교육 확대가 평등한 출발선에서의 교육에 한 걸음 더 다가가는 계기가 되길 바란다”고 말했다.
