[브레이크뉴스=배종태 기자] 부산의 글로벌 도시로의 도약을 위한 발걸음이 본격화되고 있다. 박형준 부산시장은 8~ 12일까지 3박 5일 일정으로 중국 상하이와 영국 런던을 순방, 부산의 국제적 위상 강화를 위한 실질적 외교와 교류 행보에 나섰다.
◈ 상하이에서 관광·경제 MOU 체결… 자매도시 관계 강화 공동선언문 합의
박 시장은 순방 첫 일정으로 8일 중국 상하이를 방문해 상하이 시장과 면담하고, 양 도시 간 자매도시 관계 강화를 위한 공동선언문에 서명했다.
선언문에는 기존의 경제·문화·관광·교육·해양 분야뿐 아니라, 디지털경제와 실버경제 등 신산업 분야까지 협력 범위를 확대하고, 정보·인적 교류 강화를 포함한 내용이 담겼다. 이로써 상하이와의 교류는 보다 실질적인 기반 위에서 이어질 것으로 기대된다.
이어 글로벌 여행 플랫폼 기업 '트립닷컴그룹'과 '관광 분야 업무협약(MOU)'을 체결하고, 외국인 관광객 유치 및 부산관광의 국제 인지도 제고 방안에 대해 논의했다. 아울러, '글로벌 바이오 기업 ‘티오비(TOB)’ 및 자회사 ㈜케이셀바이오사이언스와의 투자유치 업무협약(MOU)도 체결되었다.
현재 기장에 제조공장을 건설 중인 케이셀바이오사이언스는 세포배양배지 국산화 및 국내 바이오산업 투자 확대를 예고하며, 부산의 신산업 육성에 실질적 기여가 기대된다.
◈ 런던에서는 교육·디자인 교류 확대… 세계디자인수도 지정 수락 연설
9일부터는 영국 런던으로 이동해 부산의 미래 교육 및 디자인 분야 국제 협력에 박차를 가한다.
10일에는 부산 명지국제신도시에 캠퍼스 설립을 추진 중인 '영국 로얄러셀스쿨(Royal Russell School)'을 방문, 부산 제1호 외국교육기관 설립을 위한 협력 기반을 다진다. 이를 통해 부산은 글로벌 인재양성 도시로서의 역량 강화를 도모하게 된다.

같은 날, 박 시장은 '제34회 세계디자인총회(World Design Congress)'에 참석해, 2028 세계디자인수도(WDC)로 지정된 부산을 대표해 수락 연설을 진행한다.
세계디자인수도(WDC)는 디자인을 통해 도시의 지속가능한 발전을 유도하는 도시를 선정하는 국제 프로그램으로, 부산은 올해 7월 중국 항저우와의 경쟁 끝에 최종 선정되었다. 부산시는 ‘모두를 포용하는 도시, 함께 만들어가는 디자인(Inclusive City, Engaged Design)’을 비전으로 내세워, 도시 전역에서 시민·학계·산업계·공공기관이 함께하는 디자인 프로젝트를 추진할 계획이다.
또한, 세계적인 디자이너 토마스 헤더윅의 스튜디오를 방문, 사람 중심 도시 디자인에 대한 의견을 교환하고, 부산의 도시 설계 방향성과의 접점을 모색할 예정이다.
◈ 부산 도시브랜드 강화·실질 교류로 이어지는 글로벌 협력 의지
이번 순방에서 박 시장이 만나는 인사들은 상하이·런던의 정부, 기업, 교육, 문화 분야 핵심 관계자들로 구성되어 있다. 이는 부산의 글로벌 협력 범위를 다방면으로 확장하고, 국제 도시로서의 정체성을 한층 더 구체화할 계획이다.

박 시장은 “이번 순방은 부산의 혁신 역량과 도시경쟁력을 바탕으로 대한민국 중추도시로서의 역할을 강화하고, 글로벌 허브도시 부산으로 도약하는 계기가 될 것”이라며, “세계 주요 도시와의 실질적인 교류협력을 통해 부산의 도시브랜드를 높이고, 지속가능한 발전에 의미 있는 성과를 만들어내겠다”고 전했다.
시는 이번 순방을 통해 확보된 글로벌 네트워크와 협력 기반을 바탕으로, 관광·산업·디자인·교육 전반에 걸쳐 실효성 있는 국제협력 모델을 구체화할 예정이다.

Mayor Park began his visit by visiting Shanghai, China, where he met with the mayor and signed a joint declaration to strengthen sister city relations between the two cities.
The declaration expands the scope of cooperation beyond existing areas of economy, culture, tourism, education, and maritime affairs to include new industries such as the digital economy and the silver economy, and includes strengthening information and people-to-people exchanges.
This expansion is expected to further strengthen exchanges with Shanghai on a more substantive basis.
Next, he signed a Memorandum of Understanding (MOU) on Tourism with global travel platform company Trip.com Group and discussed ways to attract foreign tourists and enhance the international profile of Busan tourism.
Furthermore, an MOU on investment attraction was signed with global biotechnology company TOB and its subsidiary, Kcell Bioscience. Kcell Bioscience, currently constructing a manufacturing plant in Gijang, announced plans to localize cell culture media and expand investment in the domestic biotechnology industry, which is expected to contribute substantially to the development of new industries in Busan.
◈ Expanding Education and Design Exchanges in London… Acceptance Speech on Designation as World Design Capital
Starting on the 9th, he will travel to London, England, to accelerate Busan's future international cooperation in education and design.
On the 10th, he will visit the Royal Russell School, which is planning to establish a campus in Busan's Myeongji International New Town, to lay the foundation for cooperation in establishing Busan's first foreign educational institution. Through this, Busan will strive to strengthen its capacity as a city that fosters global talent.
On the same day, Mayor Park will attend the 34th World Design Congress and deliver an acceptance speech on behalf of Busan, which has been designated as the 2028 World Design Capital (WDC).
The World Design Capital (WDC) is an international program that selects cities that promote sustainable urban development through design. Busan was selected in July of this year after a competition with Hangzhou, China. With the vision of "Inclusive City, Engaged Design," Busan plans to promote design projects across the city that involve citizens, academia, industry, and public institutions.
Headwick will also visit the studio of world-renowned designer Thomas Heatherwick to exchange ideas on human-centered urban design and explore connections with Busan's urban design direction.
