현행법은 획일적인 소득·재산 기준만을 적용해, 고용 불안이나 자녀 돌봄 공백 등으로 실질적 어려움을 겪는 한부모 가정이 제도 지원에서 배제되는 한계가 있었다. 개정안은 모든 한부모 가정을 지원 대상으로 하되, ▲소득·재산 ▲고용 상황 ▲돌봄 여건 등을 종합적으로 반영해 차등 지원할 수 있도록 하는 내용을 담았다.
최 의원은 지난해 8월 서울 강서구에서 발생한 ‘세 모녀 비극’을 언급하며 제도 개선의 필요성을 강조했다. 당시 생활고와 채무에 짓눌린 한부모 가정이 제도적 지원을 받지 못한 채 극단적 선택으로 내몰려 사회적 충격을 준 바 있다. 이는 2014년 송파구 ‘세 모녀 사건’ 이후 10년 가까이 지났음에도 여전히 반복되는 현실이다.
