최근 환경부가 세종보 재가동 중단을 결정한 데 대해 세종시가 15일 공식 입장을 내고 강하게 반발했다.
최민호 시장은 이날 세종시청 정음실에서 기자회견을 갖고 "김성환 환경부 장관의 결정은 세종시의 핵심 자산이자 주요 수자원인 세종보를 수몰시키겠다는 선언"이라며 유감을 표명했다.
앞서 김성환 환경부 장관은 지난 11일 세종보 농성 현장을 방문해 환경단체에 세종보 재가동 중단을 약속한 바 있다.
최 시장은 "이번 결정은 전 정부의 세종보 정상화 운영 방침을 어떠한 논의 과정도 없이 뒤집겠다는 일방적 통보"라며 "새 정부 들어 해수부 이전 등 ‘절차적 민주주의’를 훼손하는 행위가 잇따르는 데 우려를 금할 수 없다"고 했다.
이어 "기후위기에 대한 우려 속에서, 세종보의 효율적 운영을 논의하고자 환경부 장관과의 면담을 조율중이었다"며 "그 와중에 환경부 장관이 세종보 농성장을 방문해 재가동 중단을 약속한 것에 당혹감을 감출 수 없다"고도 했다.
‘4대강 재자연화’에 대해서도 언급했다. 최 시장은 환경부 장관이 환경단체에게 약속한 ‘4대강 재자연화’가 구체적으로 무슨 뜻인지도 이해하기 어렵다"며"보를 가동하지 않겠다는 것인지, 아예 철거하겠다는 것인지 그 의미를 분명히 밝혀달라"고 요구했다.
이어 세종보 가동 여부를 놓고 정부가 바뀔 때마다 입장이 뒤바뀌며 혼란을 가중시켜왔다"며 "이번에도, 2023년 국가물관리기본계획 변경을 통한 재가동 결정이 2년 만에 장관의 말 한마디로 뒤집혔다"고 개탄했다.
그러면서 "세종보의 신속한 재가동을 희망하는 시민의 목소리를 환경부에 전달하겠다"며 "세종보 인근 불법 농성장에 대해서는 계고, 변상금 부과, 고발 등 적법한 절차를 이행하겠다"고 강조했다.
최 시장은 "세종보를 둘러싼 소모적이고 반복적 논쟁을 종결해야 한다"며 환경부에 공개토론을 제안했다.
