이번 감사는 전국 시도교육청 최초로 AI·빅데이터 기반 분석을 활용해 사후 적발 위주의 방식에서 사전 예방 중심으로 전환한 점이 특징이다.
경북교육청은 △시나리오 기반 감사 △감사 이력 관리 자동화 △AI 일상감사 2.0을 중점 과제로 추진했다. 회계·예산·재산·학사 분야에서 10개의 감사 시나리오와 5개의 제도개선 과제를 발굴했으며, 실제 특정감사 과정에서 행정실 직원의 회계 문란 사례 1건을 적발해 조치했다.
교육청은 “단 한 건의 경미한 사례 외에는 회계 부정이 발견되지 않아 회계 운영의 건전성을 확인했다”고 설명했다.
또한 민간기업과 협업해 학교 온라인 포인트 사용 실태를 점검한 결과, 미사용 적립금 3억 원을 찾아내 교육재정을 확충했다. 이는 전국 교육청 최초의 민관협업 데이터 감사 사례다.
감사 이력 관리 자동화는 감사 결과가 종합감사시스템과 기관 홈페이지에 자동 연계되도록 개선해 업무 효율성을 높였으며, AI 일상감사 2.0은 적정성 심사 기능을 강화해 처리 기간 단축과 업무 경감에 기여할 것으로 기대된다.
임종식 교육감은 “청렴한 교육행정을 위해 데이터 활용을 지속 확대하고 감사 사각지대 해소에 힘쓰겠다”고 말했다.
