지난 9월17일 저녁은 운(運)이 좋은 날이다. 4선 의원인 이개호 더불어민주당 의원과 저녁을 함께 했기 때문이다. 이 사실은, 중요한 게 아니다. 더 중요한 것은, 필자 고향(담양) 선거구의 의원이기 때문이다. 이 분은 이미 호남이 낳은 큰 인물로 성장해있다. 김대중 전 대통령 이후 다수의 호남 인물 가운데 거물급으로 성장한 것.

필자는 김대중 전 대통령님의 최다(最多) 인터뷰어 였다. 김대중 대통령이 1993년 2월25일 취임한 이후 첫 청와대 인터뷰어가 필자였다. 당시, 박지원 공보수석(현 더불어민주당 의원)과 박준영 공보수석실 비서관(전 전남지사)이 이 인터뷰를 조력(助力)해줬다.
이 이야기를 왜 꺼내느냐하면? 김대중 대통령은 호남출신으로 호남이 낳은 인물이었다는, 과거의 이야기를 하려는 의도이다. 호남지역을 대표하는 구(舊) 정치인이었다. 그런데, 요즘 호남이 낳은 인물들이 많아지고 있다. 그 가운데 전남 담양 출신인 필자와, 직접적으로 연관이 있는 인물로는 이개호 의원(전남 담양-장성-영광-함평 지역구 4선)도 있다. 이 분은 농림축산식품부장관(64대)도 역임했다. 이 분은 이미 호남이 낳은 큰 인물로 성장, 호남 민중의 지지를 받고 있다. 이런 분이 필자를, 호남이 낳은 언론인이라며 저녁에 초대해줬다.
알려지다시피, 이개호 의원님은 전남을 가장 잘 아는 사람으로 꼽힌다. 왜? 제24회 행정고등고시 합격(1980) 이후, 전남지역의 여러 주요 요직을 거쳤기 때문이다. 전남도 어정과장, 농업정책과장, 총무과장, 기획관, 광양·목포·여수 부시장(1998·2000·2003), 전남도 문화환경국장·자치행정국장(2001·2004), 전남도 기획관리실장(2005), 전남도 제35대 행정부지사(2009)를 지냈다.

이개호 의원은 호남 행정 분야에서 잔뼈가 굵은 정치인이다. 그는 호남의 미래산업 육성에 많은 관심을 쏟아왔다. 지난 9월6일 국회에서 열린 전남 이차전지산업 육성전략과 정책과제 토론회에 참석했다. 참석 후 “이차전지산업은 탄소중립시대 핵심산업으로, 전기차 보급 확대와 신재생에너지 확산으로 수요가 폭발적으로 늘어나고 있는 미래의 유망산업”이라고 전제하고 “이차전지 산업생태계는 원소재(양극재, 음극재, 전해질 등) 생산단계를 거쳐, 배터리시스템 구축단계에 이어, 리사이클 재생단계로 구축됩니다. 광양만이 이차전지 생산기지로 떠오르고 있다. 현재 광양만은 원소재 생산단계를 완료하고 시스템 구축단계로 넘어가고 있다”고 강조했다.
이어 “광양만은 항만물류 인프라가 완비된 천혜의 여건을 구비하고 있어 향후 큰 발전이 기대되는 곳이다. 발전을 위해서는 리튬, 니켈 제련산업의 고도화는 물론, 이차전지와 ESS 등 생산을 다변화하면서, 폐배터리 산단 지정 등 넘어야 할 산이 많다. 이 토론회에서는 광양만 이차전지 생태계 완비를 위해서는 전기차 글로벌기업과 소형 방사광 가속기 유치가 꼭 필요하다는 소중한 의견이 제시됐다.”고 소개했다.
그뿐이 아니라 이재명 대통령과 함께 일해 본 사람이기도 하다. 현 여당의 실세이기도 하다. 이재명 정부 기간, 도약이 예상된다. 더불어민주당 전남도당 위원장(2016), 더불어민주당 최고위원(2017), 더불어민주당 정책위원회 의장(2023), 더불어민주당 중앙선거관리 위원장(2024), 이재명 정부 인도특사(2025)를 지냈다. 현재, 한일 의원연맹 부회장이기도 하다.

이개호 의원은 이재명 정부가 출범한 직후 인도의 특사로 파견됐다. 인구 15억 명에 달하는 대국인 인도의 특사로 파견된 것. 이 의원은 지난 7월 18일 페이스북에 올린 글에서 “인도에서의 두번 째 날, 대통령 특사로서 본격적인 임무 수행에 나섰다. 대한민국의 국익을 위해 혼신의 힘을 다하고 있다. 아침 일찍 한-인도 우호공원을 방문, 한국전쟁 인도군 참전 용사비에 참배했다. 이어서 자이샨카르 인도 외교부장관을 예방, 글로벌 사우스(global south, 서남아시아) 중심국가인 인도가 주변국과 우리나라 간의 교류협력 증진에 앞장서줄 것을 부탁했다.”고 설명하고 “이날 오후에는 인도 모디 총리와 면담을 갖고 이재명 대통령의 친서를 전달하고 현안을 설명했다. 오는 10월 우리나라에서 열리는 APEC 총회에 모디 총리의 참석을 바라는 의사를 전달했다. 모디 총리는 '초청에 감사하며 여러 나라와 같이 참여하고 싶다는 뜻과 함께 내부적으로 의견을 나눠보겠다'고 밝혔다. 또 모디 총리는 대한민국과 인도는 민주주의의 가치를 공유하는 우방이라면서 반도체, AI, 조선, 방위산업에서 양국 간 협력과 지원을 부탁했다”고 덧붙였다.

The evening of September 17th was a lucky day. I had dinner with Rep. Lee Gae-ho of the Democratic Party of Korea, a four-term lawmaker. This fact is not significant. He has become a prominent figure among the many figures from Honam since former President Kim Dae-jung.
I was the most frequent interviewer for former President Kim Dae-jung. I was the first Blue House interviewer since President Kim Dae-jung took office on February 25, 1993. After attending, he stated, "The secondary battery industry is a key industry in the carbon-neutral era, and it is a promising industry of the future, with explosive demand driven by the expansion of electric vehicles and the proliferation of renewable energy." He emphasized, "The secondary battery industry ecosystem is built through the stages of raw material production (anode materials, anode materials, electrolytes, etc.), battery system construction, and finally, recycling and regeneration.
