법률저널은 매년 지방자치 발전과 의정활동 성과가 탁월한 의원을 선정해 지방의정대상을 시상하고 있으며, 배홍연 의원은 기초의회 부문에서 대구·경북 지역 유일한 수상자로 선정됐다.
수상의 배경이 된 것은 지난 2월 제정한 '대구광역시 동구 공동육아나눔터 설치·운영 등에 관한 조례'다. 맞벌이 가정 등 돌봄 공백이 발생하기 쉬운 지역사회에 공동육아나눔터를 설치·운영할 수 있는 제도적 기반을 마련한 것이다.
조례에는 자녀돌봄품앗이 활성화와 육아정보 공유, 아동 대상 프로그램 운영, 전문기관 위탁 운영 등이 포함돼 있다. 돌봄 사각지대 해소와 양육친화적 환경 조성에 크게 기여한 점에서 높은 평가를 받았다.
배홍연 의원은 조례 제정에 그치지 않고 공동육아나눔터 확대를 촉구하는 5분 자유발언, 부모교육 지원 및 아동친화도시 조성 계획과 관련한 구정질문 등 지역사회 현안 해결을 위한 의정활동을 지속하고 있다.
배홍연 의원은 "이번 수상은 양육친화적 환경 조성을 위해 노력해 온 의정활동의 성과를 인정받아 더욱 뜻깊다"며 "앞으로도 출산율 감소와 돌봄 부담 해소라는 중요한 과제에 대해 주민들의 의견을 정책에 충실히 반영할 수 있도록 최선을 다하겠다"고 소감을 밝혔다.
