[브레이크뉴스=배종태 기자] 정부가 산업은행의 부산 이전을 백지화하고 대신 동남권산업투자공사를 설립하기로 결정한 데 대해 박형준 부산시장이 강한 유감을 표명했다.
박 시장은 이번 결정을 "명백한 대통령 공약 파기이자 부산시민을 무시하는 처사"라고 비판하며, "325만 부산시민은 날림 부실 금융기관이 아닌 산업은행의 부산 이전을 원한다"고 강조했다.
박형준 시장은 입장문을 통해 정부가 산업은행의 부산 이전 계획을 전면 백지화하고, 대안으로 ‘동남권산업투자공사’를 설립하기로 한 결정에 대해 강하게 반발했다.
박 시장은 이번 결정이 “부산 시민의 오랜 여망을 팽개치는 처사”라며, “사탕발림으로 지역 발전의 근원적 해결책을 외면하는 결정”이라고 비판했다. 그는 산업은행 부산 이전이 참여정부 당시 노무현 대통령의 지역균형발전을 위한 공공기관 이전 정책에 뿌리를 둔 정책이라고 강조하며, “민주당도 과거 함께 추진했고, 부산 민주당이 앞장서던 정책이었다”고 말했다.
이어 박 시장은 “산업은행 부산 이전은 지역의 산업구조 전환과 신산업 육성에 메기 역할을 할 수 있는 핵심적 사안”이라며, “산업은행이 부산으로 이전하면 AI 데이터센터 등 첨단 산업에 투자하려는 빅테크 기업들이 줄을 서 있는 상황”이라고 밝혔다.
그는 이재명 대통령이 후보 시절 공약으로 산업은행 이전 대신 ‘동남투자은행’ 설립을 제시한 점을 상기시키며, “당시 저는 산은 이전을 백지화하고 동남투자은행을 만드는 것은 ‘고래를 참치와 바꾸는 격’이라고 표현했다”고 언급했다.
그러나 이번 국무회의에서 결정된 것은 동남투자은행이 아닌 ‘동남권산업투자공사’라며, 이는 “대통령 공약 파기이자 부산시민을 무시하는 처사”라고 주장했다.
박 시장은 투자공사 방식은 이미 과거 한국정책금융공사 사례에서 실패한 모델이라며, 여러 가지 문제점을 조목조목 지적했다.
첫째, 초기 출자 및 제한적 사채 중심의 구조로 인해 자금 조달 규모와 탄력성 면에서 산업은행과 비교할 수 없다는 점을 들었다.
둘째, 출자, 사채, 펀드 조성 등 간접 조달 중심이기 때문에 정책 자금 지원에 제약이 크고 민간 자금의 직접 유치에도 한계가 뚜렷하다는 점을 지적했다.
셋째, 기존 금융기관과 기능이 중복되거나 비효율이 발생할 경우 재통합 리스크가 있다는 점도 문제로 꼽았다.
넷째, 주무 부처 중심의 관리 감독 체계는 고위험 및 부실 가능성을 키울 수 있다고 우려했다.
다섯째, 수익 위주의 투자 방식으로 인해 지역 기업들의 접근성이 낮고, 지역 경제에 미치는 파급효과도 제한적이라는 점을 들며, “과거 정책금융공사도 이런 이유로 실패했다”고 밝혔다.
박 시장은 부산시가 이미 정부에 이러한 문제점을 여러 차례 지적해왔으며, “산은 이전이 어렵다면 그에 버금가는 기능과 역할을 갖춘 투자은행을 설립해야 한다”고 요구했음에도 불구하고, 정부가 투자공사를 선택한 것은 도저히 납득할 수 없는 결정이라고 지적했다.
그는 “이미 실패한 적이 있고, 다시 실패할 가능성이 높은 모델을 고집하는 이유가 무엇인지 묻고 싶다”며, “밥상은 못 차리겠으니 떡이나 하나 먹고 떨어지라는 것인가”라고 일갈했다.
박형준 시장은 이재명 대통령이 “지속 성장과 발전을 위해 국가균형발전은 이제 선택이 아닌 운명”이라고 발언한 사실을 언급하며, “산은 부산 이전을 백지화하고 투자은행조차 아닌 투자공사를 설립하겠다는 것이 과연 이러한 발언에 부합하는 결정인지 묻지 않을 수 없다”고 말했다.

Redundancy and Risk: Functional overlaps with existing financial institutions pose inefficiency and the risk of reintegration in the future.
Regulatory Oversight Risks: Being overseen by a specific ministry increases the potential for high-risk or poorly managed operations.
Low Accessibility for Local Businesses: The profit-oriented investment model limits accessibility for local companies and weakens regional economic impact. Park emphasized that this was exactly why the former policy finance corporation model failed.
He stated that the City of Busan had consistently raised these concerns with the central government, urging that if the KDB relocation could not proceed, then at least an institution equivalent in function and scale—a true investment bank—should be established. “It is incomprehensible that the government has made such a decision despite all these points.”
Mayor Park questioned the insistence on a model that has already failed and is likely to fail again: “Is this nothing more than telling Busan to accept a token offering instead of a full meal?”
He also referenced President Lee’s past remarks, in which he stated that “balanced national development is no longer a choice but a destiny,” and questioned whether scrapping the KDB relocation and establishing merely an investment corporation aligns with such rhetoric.
In closing, Park reaffirmed the position of the Busan Metropolitan Government: “The 3.25 million citizens of Busan do not want a weak and hastily-formed financial institution. They want the Korea Development Bank to be relocated to Busan. The investment corporation can only be considered a supplementary measure alongside KDB relocation—not a replacement.”
