최민호 세종시장은 24일 서울 여의도 중소기업중앙회 혁신룸에서 이 지역 국회의원인 강준현·김종민 의원과 행정수도 세종 완성을 위한 내년도 정부예산 반영 과제와 현안을 논의했다고 밝혔다.
시에 따르면 이날 정책설명회에는 최민호 시장과 지역구 국회의원인 강준현·김종민 의원, 시 간부 공무원 등이 참석했다.
이 자리에서 초민호 시장은 개헌을 통한 행정수도 명문화와 대통령세종집무실, 국회세종의사당 등 국가 핵심 시설 완전 이전을 통한 국가균형발전의 상징 행정수도 세종 완성에 힘을 실어줄 것을 요청했다.
정부조직개편에 따른 중앙행정기관의 세종 이전 필요성도 역설했다.
최 시장은 여성가족부, 법무부 등 5개 부처를 포함한 중앙행정기관과 위원회가 수도권에 잔류하면서 발생하는 비효율을 없애고 정부조직 개편에 따른 국정 운영의 통합성을 높여야 한다고 설명했다.
또 해수부 산하 공공기관 이전은 그간 국토균형발전을 위해 추진해 온 공공기관 이전 관련 정부정책의 원칙과 논리를 일관성 측면에서 위배하는 만큼 전면 재검토돼야 한다고 강조했다.
이밖에 대전∼당진 고속도로 첫마을 IC 신설, 세종보 시범가동 등 시 주요현안을 공유했다.
내년도 주요 정책예산 확보 건의 사업으로는 ▲세종지방법원·검찰청 설치 ▲국립자연휴양림 조성 ▲제2행정지원센터 건립 ▲지방분권 종합타운 건립 등 모두 4건을 소개하고 국비 지원 협조를 당부했다.
특히 충남산림자원연구소 및 휴양림의 민간 매각 시 산림훼손과 난개발 우려가 있는 만큼 30년 이상 조성한 산림자원의 보존을 위해 국가자산화를 요청했다.
제2행정지원센터는 정부세종컨벤션센터의 포화와 기관 추가 이전에 따른 회의·행사 수요 증가에 대비한 시설이다. 지방분권종합타운은 지방분권 관련 연구와 정책의 연계 강화를 위해 건설이 요구돼 왔다.
이 자리에서 최민호 시장은 세종시의 특수성을 반영한 보통교부세 산정방식 개선과 교부세 증액의 필요성을 강조하며 “세종시는 다른 지자체와 달리 행정수도로서의 특수한 행정수요가 존재하는 만큼 안정적인 재정 기반 마련이 무엇보다 중요하다”고 말했다.
이어 “행정수도 완성과 세종시의 미래 성장은 내년도 정부예산 확보와 긴밀히 연계돼 있다”며 “지역 국회의원님과 협력해 시민이 체감하는 성과를 반드시 만들어 내겠다”고 말했다.
이에 대해 강준현 의원은 “세종의 현안은 특정 지역의 문제가 아닌 국가적 과제”라고 공감하고 “국회 차원에서 힘을 보태겠다”고 밝혔다.
김종민 의원은 “최민호 시장님과 강준현 의원님과 협력해 세종시가 명실상부한 행정수도로 자리잡을 수 있도록 지원할 것”이라고 약속했다.
