브레이크뉴스 정명훈 기자= 산업통상자원부 산하 공공기관들이 직원 교육훈련비를 사적으로 유용해 태블릿 PC, 무선이어폰 등 개인물품 구매에 10억 원 이상을 지출한 것으로 드러났다.
국회 산업통상자원중소벤처기업위원회 소속 오세희 더불어민주당 의원이 산자부로부터 제출받은 자료에 따르면 최근 5년간 산업부 소관 주요 공공기관에서 교육훈련비 10억 800만 원이 사실상 개인 소비에 사용됐다.
교육훈련비는 '공기업·준정부기관 예산운용지침'에 따라 직원 역량 강화를 위한 교육 목적에만 사용 가능하며, 개인 자산 취득에는 쓸 수 없다.
세부적으로는 한국산업단지공단이 794건, 6억5000만 원을, 한국석유공사가 134건, 3억3000만 원을, 한국수력원자력이 18건, 2800만 원을 각각 개인물품 구매에 사용했다.
특히 산업단지공단의 경우 최근 5년간 전체 교육훈련비 9억5000만 원 중 68%에 해당하는 6억5000만 원을 부정 집행한 것으로 나타났다.
이들 기관은 주로 온라인 교육 과정 등록 시 태블릿 PC, 무선이어폰 등 고가 전자제품이 포함된 ‘묶음 상품’을 구매하는 방식으로 예산을 유용했다.
더 큰 문제는 권익위 조사 과정에서 일부 기관이 자료 제출조차 거부한 점이다. 석유공사는 약 8억8000만 원, 산업단지공단은 약 1억6000만 원 규모의 집행 내역 제출을 거부해 국민권익위원회의 조사를 방해한 것으로 드러났다.
국민권익위원회는 “교육훈련비 집행 기관에 대해 감사를 실시하고 부적정 집행분 환수 및 인사상 조치를 요구했으며, 재발 방지를 위한 제도 개선을 요청했다”고 밝혔다.
이에 오세희 의원은 “국민 세금으로 운영되는 교육훈련비가 사실상 직원 개인물품 구매에 쓰였다”며 “강력한 감사와 사후 조치를 통해 변상과 징계가 이뤄져야 한다”고 지적했다. 이어 “권익위에 자료 제출까지 거부한 공공기관에 대해서는 산업부가 직접 관리·감독을 강화하고, 교육훈련비 집행 규정을 세분화해 재발을 막아야 한다”고 강조했다.
