차 의원이 확인한 예·결산 자료에 따르면, 정부는 지난해 대전 국정원 배터리 재배치 사업에 총 49억 3500만 원의 예산을 편성했다.
세부적으로는 배터리 재배치 45억 400만 원, 배터리실 조성 2억 9800만 원, 가스 소화시설 약제 설치 1억 2100만 원이었으며, 이 중 40억 7600만 원이 실제 집행됐다. 그런데도 이번 화재가 발생한 것이다.
올해 역시 배터리 재배치 예산이 편성됐다. 총 42억 1600만 원으로 배터리 이전설치 38억 1000만 원, 배터리실 칸막이 공사 1억 2000만 원, 가스 소화시설 설치 2억 5000만 원 등이 반영됐다. 지난해 사업을 단년도에 끝내지 못한 채 올해까지 이어진 셈이다.
기획재정위원회 소속인 차 의원은 "이미 수십억 원의 예산을 투입하고도 화재를 막지 못한 이유를 면밀히 확인해야 한다"며 "특히 예산 부족으로 단기간에 끝낼 수 있는 사업을 불필요하게 연차사업으로 나눠 진행한 것은 아닌지, 배정된 예산이 충분했는지 따져봐야 한다"고 말했다.
