브레이크뉴스 정명훈 기자= 정동영 통일부 장관은 14일 “남북 평화적 두 국가론은 정부의 입장으로 확정될 것”이라고 밝혔다.
정 장관은 이날 국회 외교통일위원회 국정감사에서 “국정과제에 ‘평화공존의 제도화’가 포함돼 있다. 평화공존은 적대적 두 국가로는 불가능하고, 평화적 두 국가가 될 때 가능하다”며 이같이 말했다.
그는 “평화공존 제도화는 이재명 대통령의 철학이자 신념이 반영된 국정과제”라며 “이미 국정과제에 ‘남북기본협정 체결’이 포함돼 있다”고 강조했다. 이어 “적대적 두 국가, 반국가 단체와 남북기본협정 체결이 가능하겠느냐”며 “유엔에 가입한 남한과 북한은 국가냐, 아니냐”고 반문했다.
정 장관은 그러면서 “남북관계는 통일로 가는 과정에서 형성된 잠정적 특수관계다. 그 속에서 두 국가론을 이야기하고 있는 것”이라고 덧붙였다.
이재명 정부 국정기획위원회가 지난 8월 공개한 국정운영 5개년 계획에는 1972년 동서독 기본조약을 모델로 한 ‘남북기본협정 체결’ 구상이 포함됐다. 동서독 기본조약은 서로를 동등한 주권국가로 인정하는 내용을 담고 있으며, 이후 독일 통일의 제도적 기반이 됐다.
정 장관은 정부 내에서 ‘자주파’와 ‘동맹파’가 대립하고 있다는 지적에 대해서도 “자주가 없는 동맹은 줏대가 없는 것이고, 동맹이 없는 자주는 고립을 초래한다”며 “모두가 자주파이면서 동시에 동맹파여야 한다. 이재명 정부의 외교안보팀은 모두 자주적 동맹파라고 생각한다”고 덧붙였다.
정 장관은 안철수 국민의힘 의원이 “두 국가론은 위헌적”이라고 지적한데 대해선 “아직 정부의 공식 입장은 아니지만 논의 중”이라며 “평화적인 두 국가를 제도화하는 것이 바로 통일의 문을 여는 것이다. 우리가 지금 두 국가로 나아가지 못하기 때문에 통일로도 못 가는 것”이라고 강조했다.
정 장관은 특히 “북한을 법률상의 국가로 승인한다는 것은 아니다”라고 선을 그으며 “평화적 두 국가가 될 때 진정한 평화공존이 가능하다”고 거듭 강조했다.

Minister Chung responded to People Power Party lawmaker Ahn Cheol-soo's assertion that the "two-state theory" is unconstitutional, stating, "While this is not the government's official position yet, it is under discussion." He emphasized, "Institutionalizing two peaceful states is precisely what opens the door to unification. Because we are not currently moving toward two states, we cannot achieve unification either."
