최근 동남아 등 일부 위험지역에서 우리 국민이 범죄조직에 납치·감금되는 사건이 잇따라 일어나며 사회적 경각심이 요구되고 있다.
특히 캄보디아에서는 한국인을 대상으로 한 온라인 구인 광고 미끼 납치 사례가 크게 늘어, 피해자들이 보이스피싱·암호화폐 사기 등 범죄에 강제로 연루되고 생명과 안전이 심각하게 위협받고 있다.
이번 개정안은 기존 1년 이하 징역 또는 1천만원 이하 벌금으로 정해진 처벌 수위를 3년 이하 징역 또는 3천만원 이하 벌금으로 높였다.
여행금지 지역 방문에 대한 국민의 위험성을 충분히 알리고, 국가 차원에서 미리 대응할 수 있는 근거를 마련하는 것이다.
김기웅 의원은 "이번 개정안은 위험지역 방문에 대한 경각심을 높이고, 국민의 생명과 안전을 미리 보호하기 위한 장치"라며 "국민의 생명과 국익을 동시에 지킬 수 있는 법안이 될 것"이라고 강조했다.
