[브레이크뉴스=배종태 기자] 부산대학교를 비롯한 부산지역 5개 글로컬대학이 지역혁신과 글로벌 경쟁력 강화를 위한 공동 행보에 나섰다.
15일 오전 부산 롯데호텔 펄룸에서 부산대·부산교육대학교·동아대·동서대·경성대 등 5개 대학은 ‘부산지역 글로컬대학 협력 업무협약(MOU)’을 체결했다.
이번 협약은 교육부의 ‘Glocal University 30’ 사업에 선정된 부산권 대학들이 각자 추진 중인 혁신 모델을 공유하고 연계해, 부산을 초광역 교육·산업 혁신 거점으로 발전시키자는 취지에서 마련됐다.
지역혁신과 상생발전을 위한 공동비전
이번 협약을 통해 5개 대학은 ▶글로컬 혁신모델 성과의 지역 확산 ▶지역 정주형 인재양성 협력체계 구축 ▶부산시 및 동남권 전략산업 기반의 지·산·학 협력 활성화 ▶글로벌 프로젝트 공동 수행을 통한 국제 경쟁력 제고 ▶매년 혁신사례 및 성과발표회 공동 개최 등에 협력하기로 했다.
최재원 부산대 총장은 “이번 협약은 단순한 대학 간 협력을 넘어, 지역의 교육·산업·사회가 긴밀히 연결된 초광역 동남권 발전 전략의 핵심 축이 될 것”이라며 “대학들이 강점을 모아 시너지를 창출하고, 지역사회의 신뢰와 기대에 부응하는 새로운 도약을 이루길 기대한다”고 말했다.
대학별 혁신 모델과 특화 전략
부산대는 2023년 글로컬대학 1기로 선정된 이후, 부산교대와의 통합을 추진하며 종합교원양성 체계를 구축하고 있다. 또한 의생명·바이오 분야에 AI와 빅데이터를 접목한 융합 교육을 확산하고, 지역 전략산업 중심의 산학협력 생태계를 강화하고 있다. 부산대는 2027년 부산교대 통합 출범을 목표로 ‘AI 대전환(AI+X) 로드맵’을 수립, 전 교원이 참여하는 AI 기반 교육 전환 전략을 실행 중이다.
박수자(부산교육대)총장은 “부산대와의 통합을 통해 연제캠퍼스에 교원양성 기능을 집약하고, KREON·BGEC·TSR 등 교육혁신 시설을 중심으로 부산시교육청, 시청, 지역 기업과 협력해 ‘교육혁신 허브’를 만들겠다”고 밝혔다.
동아대학교는 동아·동서 글로컬연합대학을 중심으로, 현장 중심의 ‘Field캠퍼스 교육혁신’과 수익형 통합산단 모델을 통해 지역 청년이 머물고 기업이 성장하는 ‘글로벌 허브 부산’ 구현에 힘을 보태겠다는 계획이다.
이해우 총장은 “대학의 혁신은 부산의 도약으로 이어져야 한다”며 “5개 대학이 힘을 합쳐 지역과 대학이 함께 성장하는 협력체계를 본격화하겠다”고 강조했다.
동서대학교는 문화콘텐츠 분야의 혁신적 예술교육 모델을 중심으로 교육 경쟁력 제고에 나서고 있다. 장제국 총장은 “대학이 함께 만든 성과를 공유함으로써 젊은 인구의 유출을 막고 지역의 교육경쟁력을 한층 높이겠다”고 밝혔다.
경성대학교는 3기 글로컬대학으로 새롭게 선정되어 K-컬처 특화 전략을 발표했다. 영화·미디어, 공연·전시·게임, 애니메이션·예술의 4대 축(MEGA)을 중심으로 ‘배우고-만들고-보여주고-가치를 되돌려받는’ K-컬처 전주기 모델을 구축해, 부산의 문화산업 경쟁력 강화를 목표로 하고 있다.
전국 최초 지역 글로컬 협력모델 출범
이번 협약을 통해 부산은 전국 최초로 5개 글로컬대학이 정례적 협력체계를 공식화한 지역이 됐다. 각 대학은 상호 강점을 공유하고 공동 연구, 글로벌 프로젝트, 산학연 연계사업을 통해 지역 혁신 생태계를 구축할 계획이다.
부산대 황성욱 기획처장은 “종합대학과 교육대학이 함께 만드는 통합 교육 모델을 바탕으로 AI 기반 미래교육 선도대학으로 자리매김하는 동시에, 지역과 세계를 연결하는 부산형 글로컬 혁신 모델을 실현하겠다”고 말했다.

Five Glocal Universities in Busan — led by Pusan National University — have joined forces to drive regional innovation and strengthen global competitiveness.
On the morning of October 15, at the Pearl Room of Lotte Hotel Busan, Pusan National University, Busan National University of Education, Dong-A University, Dongseo University, and Kyungsung University signed the “Busan Glocal University Cooperation MOU.” The agreement aims to link and expand the innovative models developed under the Ministry of Education’s “Glocal University 30” project, promoting Busan as a major interregional hub for education and industrial innovation.
Shared Vision for Regional Innovation and Co-Prosperity Under this agreement, the five universities will cooperate to: ▶Spread the outcomes of Glocal innovation models throughout the region ▶Establish a cooperative framework for developing local and community-based talent ▶Activate industry-academic collaboration based on Busan and southeastern Korea’s strategic industries ▶Jointly carry out global projects to strengthen international competitiveness
Co-host annual innovation and achievement conferences
President Choi Jae-won of Pusan National University said, “This MOU goes beyond mere inter-university cooperation. It will serve as a central pillar of Busan’s broader strategy to connect education, industry, and society across the southeastern region. By combining our strengths, we can create meaningful synergy and take a major leap forward that meets the expectations of our local communities.”
Distinctive Innovation Strategies by Each University
Pusan National University, selected as a first-round Glocal University in 2023, is pursuing integration with Busan National University of Education to establish a comprehensive teacher education system. The university is also advancing AI-driven convergence programs in biomedical and bioindustry fields, building data-based research networks and fostering a business ecosystem that connects academia, industry, and research.
In preparation for the 2027 integration with the education university, PNU has launched an AI Transformation (AI+X) Roadmap, engaging all faculty members to develop and implement strategies for education, research, administration, and infrastructure.
President Park Su-ja of Busan National University of Education said, “Through integration with PNU, we are centralizing teacher training functions at the Yeonje Campus and establishing facilities such as KREON, BGEC, TSR, and Edutech Demonstration Classrooms. Working with the Busan Metropolitan Office of Education, the city, local companies, and research institutes, we aim to turn the campus into a ‘hub of educational innovation.’”
Dong-A University, together with Dongseo University, plans to further develop the Dong-A & Dongseo Glocal University Alliance, emphasizing field-based campus education innovation and sustainable, revenue-generating industry-academic models. President Lee Hae-woo stated, “Although our innovation models differ, all share the same goal: the co-growth of universities and Busan. Through this partnership, we will create local Glocal synergy and strengthen the foundation for sustainable development.”
Dongseo University is focusing on creative cultural content education as its core specialization. President Jang Je-guk emphasized, “By actively sharing each university’s achievements, we will meet today’s educational challenges, enhance Busan’s academic competitiveness, and contribute to retaining young talent in the region.”
Kyungsung University, newly selected in the third round of the Glocal University project, presented its K-Culture specialization strategy. Built around four key sectors — film/media, performance/exhibition/games, animation/arts — its “MEGA” model aims to establish a full-cycle system in which ideas developed in classrooms evolve into creative works and return value to education and youth in the city.
Busan Launches Nation’s First Regional Glocal Partnership Model
With this MOU, Busan becomes the first region in the nation to formalize a full-scale cooperative model among Glocal Universities. The five institutions will share strengths, pursue joint research and global projects, and establish a cohesive ecosystem linking academia, industry, and government.
Professor Hwang Sung-wook, Director of Planning at Pusan National University, stated, “By building a new integrated education model jointly led by a comprehensive university and an education university, PNU will strengthen its position as a leading institution in AI-based future education while realizing a Busan-style Glocal innovation model that bridges the local and the global.”
