김승수 국민의힘 의원은 16일 국회 소통관에서 기자회견을 열고 "생성형 AI 속 왜곡된 문화유산 이미지를 바로잡고, 대한민국의 정체성을 지키기 위한 정부 차원의 긴급 조치가 필요하다"고 밝혔다.
이날 회견에는 사이버외교사절단 반크 박기태 대표와 청년연구원들이 함께 참여해 AI가 만든 왜곡 사례를 공개했다.
실제 AI에 '경주 APEC'을 물으면 개최지가 '서울'로 잘못 나온다. 석굴암은 내부 불상이나 구조물이 사라진 모습으로, 첨성대는 '천문대'처럼 다시 해석된 이미지로 만들어진다. 경주 APEC의 상징물인 얼굴무늬 수막새는 형태가 심하게 왜곡돼 사실상 다른 유물로 보일 정도였다.
문제는 이런 왜곡이 단순한 기술적 실수에 그치지 않는다는 점이다. 대한민국의 문화 정체성과 역사 인식이 AI 시스템 속에서 망가지고 있다.
김 의원은 "AI가 왜곡된 데이터를 학습하는 동안 정부는 제대로 된 문화유산 데이터 구축조차 하지 못했다"며 "제대로 확인된 정보가 턱없이 부족한 현실이 오늘의 왜곡을 불러왔다"고 지적했다.
전문가들은 이미 수년 전부터 'AI 시대의 디지털 문화주권 확보'를 경고해왔지만, 문화체육관광부와 관련 기관은 실질적 대책을 내놓지 못했다. 그 결과 AI가 잘못 학습한 정보가 전 세계로 퍼지며 대한민국의 문화유산이 '기괴한 이미지'로 소비되는 현실에 이르렀다.
지역 문화계에서도 비판의 목소리가 나온다. 한 관계자는 "경주 APEC을 코앞에 두고서야 정부가 허둥대는 건 보여주기식 대응에 불과하다"며 "이런 식이라면 APEC 정상들이 보는 'AI 속 한국'은 사실과 다른 허상일 뿐"이라고 꼬집었다.
김승수 의원은 "2주도 남지 않은 경주 APEC을 앞두고, 정부는 왜곡된 데이터를 즉각 바로잡고, 문화유산의 정체성을 지키기 위한 근본적 대책을 마련해야 한다"고 촉구했다.

Experts have been warning for years about "securing digital cultural sovereignty in the AI era," but the Ministry of Culture, Sports and Tourism and related organizations have failed to come up with practical measures. As a result, incorrectly learned information from AI has spread globally, resulting in South Korea's cultural heritage being consumed as a "grotesque image."
Criticism is also emerging from the local cultural community. One official stated, "The government's flustered response just before the Gyeongju APEC Summit is nothing more than a showpiece. If this continues, the 'Korea in AI' seen by APEC leaders is nothing more than an illusion, not the truth."
Rep. Kim Seung-soo urged, "With the Gyeongju APEC summit less than two weeks away, the government must immediately correct the distorted data and establish fundamental measures to preserve the identity of our cultural heritage."
