최민호 세종시장은 20일 "국가균형발전의 핵심 축이자 행정수도로서 기능할 수 있도록 제주도와 같은 보통교부세 정률제 도입이 필요하다”고 강조했다.
최 시장은 이날 시청 대회의실에서 열린 ‘2025년도 행정안전위원회 국정감사(지방감사 2반)’에서 이같이 건의했다.
최 시장은 “세종시는 기초사무를 수행하고 있음에도 기초분의 교부세를 제대로 받지 못하고 있다”며 “시 출범 당시 10만 명 정도 규모에는 광역·기초 구분의 의미가 크지 않았겠지만 지금은 상황이 다르다”고 설명했다.
그러면서 “세종시가 국가균형발전의 핵심 축이자 행정수도로서 기능할 수 있도록 제주도와 같은 보통교부세 정률제 도입이 필요하다”고 강조했다.
또 수도권 미이전 중앙행정기관 이전, 해수부 및 산하기관 이전 재검토, 충남 산림자원연구소의 국가 자산화, 세종지방법원 설치 등 세종시 현안을 보고했다.
이와 함께 첫마을 IC 설치, 충청권 광역급행철도(CTX) 조기개통 등이 국가중추시설 입지에 따른 교통수요 대응에 꼭 필요한 시설임을 건의했다.
도시 자족기능 강화와 미래 먹거리 확보를 위한 국립 한글문화단지 조성, 세종보 재가동 등 국가균형발전과 행정수도 기능 강화를 위한 핵심 현안에 대해서도 지원을 요청했다.
이날 최민호 시장은 업무보고에 이어 위원들의 질의에 답변하면서 시가 추진 중인 주요 정책과 국회·정부 차원의 지원이 필요한 현안에 대해 상세히 설명했다.
세종시 국정감사는 2022년 이후 3년 만에 이뤄진 것으로, 행정안전위원회 지방감사 2반 소속 위원 전원이 참석한 가운데 진행됐다.
행안위 지방감사 2반은 서범수(국힘·감사반장), 주호영(국힘), 권칠승(민주), 위성곤(민주), 윤건영(민주), 용혜인(기본), 이성권(국힘), 양부남(민주), 이광희(민주), 이달희(국힘), 이상식(민주) 국회의원 등 11명이다.
