이날 고민정 더불어민주당 의원은 경북대학교의 글로컬대학 사업 추진 부진을 강하게 비판했다.
경북대가 글로컬대학 평가에서 최하 등급인 D등급을 받은 점을 지적하며, “한 번 더 D등급을 받으면 사업에서 제외된다”고 경고했다.
예산 집행 부진·구성원 참여 부족 지적
고 의원은 평가 보고서에 나타난 경북대의 문제점을 조목조목 짚었다.
특히 1년 차 예산 50억 원 중 48억 원이 이월되는 등 예산 집행 실적이 극도로 저조하다고 비판했다.
또 구성원 참여 부족, 대구시와의 실무 협의 미흡, 세계적 석학 수준의 연구원장 초빙 미달성 등 사업 전반의 부실한 이행 상황을 지적했다.
제출된 실적 보고서의 5개 과제·15개 세부 과제 대부분이 ‘추진 중’으로만 기재되고 완료 시점이 2028년으로 잡혀 있는 점도 문제로 꼽았다.
그는 “보완 계획서 제출 후 완료율이 78%로 올라갔다면, 애초에 그만큼의 실행력이 있었다는 뜻”이라며 “왜 진작 그렇게 하지 않았느냐”고 질타했다.
고 의원은 “글로컬대학 선정은 지난해 8월, 현 허영우 총장의 임기는 같은 해 11월에 시작됐지만, 이제는 현 총장이 개선책을 마련해야 할 시점”이라고 지적했다.
이어 “홍원화 전 총장 재임 시기에 계획이 세워졌더라도, 현재 대학이 책임 있게 후속 조치를 해야 한다”고 강조했다.

He also pointed out that the submitted performance report listed five tasks and most of the 15 sub-tasks as "in progress" and had a completion date of 2028.
He criticized, "If the completion rate rose to 78% after the submission of the supplementary plan, that means there was sufficient execution capacity to begin with. Why didn't they do this sooner?"
Representative Ko pointed out, "The Glocal University designation was made in August of last year, and the current President Huh Young-woo's term began in November of the same year. Now is the time for the current President to devise improvement measures."
He continued, "Even if the plan was developed during the tenure of former President Hong Won-hwa, the current university must take responsible follow-up measures."
