강 의원은 과거 홍원화 전 총장 재임 당시, 의료 교육 인프라 확충을 위해 총 1,357억 원 규모(시설 979억 원, 기자재 115억 원 등)의 사업비가 확정됐지만, 실제 예산은 크게 축소됐다고 지적했다.
올해 예산은 18억4천만 원, 내년 예산은 10억 원 수준에 그쳐 초기 계획이 사실상 이행되지 않고 있다는 것이다.
그는 “의대 정원 증원에 맞춰 인프라를 확충하겠다는 윤석열 전 정부의 약속이 현장에서 지켜지지 않고 있다”며 “이는 정책 신뢰를 떨어뜨리는 사례”라고 비판했다.
증원된 의대생, 교육 공간 부족 우려
경북대 의대 정원은 기존 110명에서 44명 늘어난 154명으로 확대됐다. 그러나 실습실과 강의실 등 교육 공간이 부족해 학생들의 학습 환경이 악화될 우려가 제기됐다.
강 의원은 “10억 원 정도의 예산으로 필요한 인프라를 확충하기는 현실적으로 어렵다”며 “늘어난 신입생 규모에 걸맞은 시설 확보가 시급하다”고 강조했다.
이어 “교육의 질 저하는 물론 의료인력 역량 저하까지 우려되는 가운데, 단계별 확충 계획이 있는가”라고 질의했다.
이에 허영우 경북대총장은 “단계별 계획을 세워야 하지만 국립대의 특성상 예산 부분은 정부에 의존할 수밖에 없는 상황”이라며 “양해를 부탁드린다”고 답했다.
