세종시의회 교육안전위원회는 22일 제1차 회의를 열고, 조례안 5건과 동의안 2건을 심사하고, 보고 1건을 청취했다고 밝혔다.
이번 심사 결과, '세종특별자치시교육청 학교폭력예방 및 대책에 관한 조례 일부개정조례안', '세종특별자치시 안전도시 조례 일부개정조례안' 등 조례안 5건과 “세종학생정신건강센터 운영 민간위탁 재위탁 변경 동의안”은 원안가결됐고, “세종평생교육․정책연구원(도시안전연구센터) 출연 동의안”은 수정가결했다. 또한 2024년 세종특별자치시 결산기준 재정공시 결과 보고를 청취했다.
유인호 위원은 '세종특별자치시교육청 학교폭력예방 및 대책에 관한 조례 일부개정조례안'을 발의해 상위법인 '학교폭력예방 및 대책에 관한 법률'에 근거해 조례의 학교폭력 예방 계획 수립 등에 관한 사항을 구체화했다.
또 '세종특별자치시 화재예방강화지구의 소방설비등 지원에 관한 조례안'을 제정 발의해 '화재의 예방 및 안전관리에 관한 법'과 '소방기본법'에서 위임한 사항과 그 시행에 필요한 사항을 규정하여 시민 안전에 기여하고자 했다.
박란희 위원은 코로나19 팬데믹 당시인 2020년 제정된에 '세종특별자치시교육청 교육재난 지원에 관한 조례 일부개정조례안'을 발의를 통해 조문을 현행화함과 동시에 교육재난 상황 시 지원 내용을 현실화했다. 또 해당 사업 진행을 위한 중장기 재원 확보 계획 수립의 책임을 교육감에게 부여함으로써 교육재난 상황에서 학습권을 보호하는 데 기여하고자 했다.
김현미 의원은 '세종특별자치시 안전도시 조례 일부개정조례안'을 통해 세종특별자치시 안전도시위원회의 안전정책 수립․추진 및 평가 과정에 시민이 참여해 실효성 있는 제도 마련에 기여할 수 있도록 위원의 자격요건과 위원회의 심의사항 등을 추가했다.
끝으로 김현옥 의원은 '세종특별자치시교육청 친환경 현수막 사용 및 폐현수막 재활용 활성화 지원에 관한 조례 전부개정조례안'을 통해 산화생분해 플라스틱이 미세플라스틱 발생 등의 문제로 인해 2025년부터 환경부 환경표지 인증 대상의 친환경 대체제에서 제외됨에 따라 관련 사항을 반영하고 조례안을 전부개정했다.
윤지성 위원장은 최근 세종교육의 중요 현안에 대해 세종시교육청 대상 질의를 진행했다. 먼저 현재 교육감 공석에 따른 부교육감 대행 체제와 관련하여 교육 정책 시행 등의 공백 발생 여부를 확인했고, 세심한 주의를 기울여 시민과 학생의 교육이 지속적으로 유지․성장될 수 있도록 당부했다.
또 근래 언론에 보도된 A중학교 북한 체제 이해 교육 관련 상황에 대한 질의를 통해 교육과정과 성취기준에 입각한 공정하고 객관적인 교육이 현장에서 이루어질 수 있도록 주문했다.
회의 후 윤지성 위원장은 “이번 교육안전위원회 심사를 통해 학교폭력 예방, 시민 안전 강화, 교육 재난 지원 현실화 등 세종시민의 삶과 직결된 중요한 현안들을 심도 있게 논의했다”며, "앞으로도 교육과 안전 분야에서 시민의 의견을 반영하고, 현안에 대해 책임 있는 자세로 세종시청 및 교육청과 협력해 지속 가능한 교육 및 안전 환경을 조성하는 데 최선을 다하겠다“고 강조했다.
