‘가장 한국적인 도시’, ‘안전한 국제회의 도시’라는 정체성을 내세워 유치에 성공한 경주시는 이번 회의를 계기로 세계 속 문화도시로의 도약을 꿈꾸고 있다.
천년의 역사와 첨단의 준비가 어우러진 경주는 지금, 새로운 전환점을 맞고 있다.
‘두 번째 전성기’를 향한 경주시의 전략과 시민의 노력, 그리고 향후 과제를 짚어본다.
■ 검증된 국제회의 도시, 철저한 준비가 만든 결과
경주시는 2023년부터 정부, 경북도, 지역사회가 하나로 힘을 모아 APEC 유치전에 뛰어들었다.
인천·부산·제주 등 경쟁 도시들 사이에서 경주는 ‘가장 한국적인 도시’라는 고유한 정체성과 함께 ‘안전하고 검증된 국제회의 도시’라는 강점을 내세웠다.
화백컨벤션센터(HICO)와 보문관광단지를 중심으로 이미 대형 국제행사를 치러온 경험도 주효했다.

경주는 2005년 부산 APEC 고위관리회의, 2010년 G20 재무장관·중앙은행총재 회의, 2011년 UNWTO(세계관광기구) 총회 등을 성공적으로 개최하며 국제행사 운영 역량을 입증해 왔다.
시는 이러한 경험을 토대로 ‘즉시 실행 가능한 도시’임을 강조했다.
유네스코 세계유산을 품은 문화도시로서의 상징성과 외국인 만족도 역시 유치 성공의 결정적 요인이 됐다.
‘천년의 문화유산을 품은 품격 있는 회의도시’라는 콘셉트는 안정성과 홍보 효과를 동시에 확보했다는 평가를 받았다.
■ 회의장·숙박·교통 완비… “이제 개최만 남았다”
APEC 개최지 확정 직후 제기됐던 ‘시설 부족’과 ‘준비 시간 제한’ 우려는 이미 해소됐다.
경주시는 현재 모든 준비를 마치고, “이제는 실행의 단계”에 돌입했다.
메인 행사장인 화백컨벤션센터(HICO)는 보안·통신·의전 시설 개선 공사가 마무리됐으며, 회의장·언론센터·통제실 등 세부 동선 정비도 완료됐다.

숙박 여건도 완비됐다. 경북도와 경주시가 함께 구성한 PRS(정상급 숙소)위원회는 리모델링 및 신규 조성으로 총 35개 PRS를 확보했으며, 정부대표단·경제인·미디어 등 약 7,700명 규모의 참가단 숙소 배정을 마쳤다.
추가 수요에 대비해 포항·울산의 숙박시설과 포항 영일만항 정박 크루즈 2척도 연계됐다.
교통망 역시 촘촘하다. 김해공항과 KTX 경주역을 거점으로 27개 노선의 APEC 전용 셔틀버스가 운행되며, KTX·SRT 증편과 인천–김해공항 내항기 증편으로 접근성을 강화했다.
보문단지 내 임시 주차장과 24시간 교통상황실도 마련됐다.
주낙영 경주시장은 “APEC은 이제 준비가 아닌 실행의 단계”라며 “행사 전용 이동로는 안전하게, 시민 교통은 평상시처럼 유지하겠다”고 말했다.
■ 시민이 만든 품격… 자발적 참여로 완성되는 ‘시민의 APEC’
경주시는 시민 참여 중심의 APEC 운영을 핵심 가치로 삼고 있다. 행사 기간 시민 불편을 최소화하고, 시민이 함께 만들어가는 축제형 회의로 운영한다는 방침이다.

시내버스와 택시는 평소처럼 운행되고, 일부 통제 구간에는 임시 순환 셔틀버스가 투입된다. 또 생활 불편에 대비해 도로·교통·환경 등 분야별 현장상황실이 24시간 가동된다.
소상공인과 관광업계를 위한 지원도 활발하다.
시는 숙박·외식업체를 대상으로 친절·위생 교육을 실시하고, 숙박요금 안정화 캠페인과 착한가격업소 확대를 추진하고 있다.
특히 시민들의 자발적 참여와 환대 문화가 돋보인다.
‘시민자원봉사단 손님맞이 새 단장의 날’ 행사에는 700여 명이, ‘범시민실천결의대회’에는 3,000여 명이 참여했다. 또 70개 단체 1,500여 명이 ‘1단체 1책임구역제’를 통해 황리단길, 중심상가 등 주요 지역의 청결 활동을 이어가고 있다.
매월 넷째 주 운영되는 ‘APEC 클린데이’에도 기관·학교·기업이 함께 참여해 도시 환경정비에 나서고 있다.
주낙영 시장은 “이번 회의는 행정이 주도하는 행사가 아니라 시민이 함께 만드는 축제”라며 “시민의 질서와 환대가 경주의 가장 큰 경쟁력”이라고 말했다.
■ 지역경제 파급효과 7조 원… APEC이 바꿀 경주의 경제지도
대한상공회의소와 딜로이트 컨설팅 분석에 따르면, APEC 개최에 따른 경주의 경제효과는 약 7조 4,000억 원으로 추산된다.

이 중 단기 직접효과는 3조 3,000억 원, 관광·소비 등 중장기 부가가치는 4조 1,000억 원 규모에 달한다. 고용유발 효과도 2만 2,600여 명으로 예상된다.
경주시는 이러한 효과가 지역경제로 직접 이어지도록 다각적인 현장 지원책을 시행 중이다.
외식·숙박·관광업 품질 향상 교육, 외국인 친화음식점 150곳 지정, 다국어 메뉴판 및 간판 지원 등으로 서비스 경쟁력을 높이고 있다. 경북도와 협력해 숙박요금 자율협약, 서비스 개선 교육을 병행하며 업계의 자율적 안정화도 유도하고 있다.
주낙영 시장은 “APEC은 단순한 외교 행사가 아니라 지역경제 체질을 바꾸는 전환점”이라며 “이번 기회를 통해 지속가능한 경제도시로 도약하겠다”고 밝혔다.
■ APEC 이후, 세계가 다시 찾는 도시로
경주시는 APEC을 계기로 ‘다시 찾는 글로벌 도시’로의 도약을 준비하고 있다.
화백컨벤션센터(HICO)를 중심으로 한 국제회의복합지구(GGCC)를 기반으로 각종 국제회의와 산업포럼을 상시 유치해 국제회의도시로의 입지를 강화할 계획이다.

보문관광단지, 황리단길, 불국사 등 주요 관광지를 연계한 체류형 관광 인프라 확충도 추진한다. 야간 경관과 문화 콘텐츠를 결합해 외국인 관광객 체류 시간을 늘리고, APEC 참가국을 대상으로 언론인·여행사 초청 팸투어를 운영해 경주의 매력을 세계에 알릴 방침이다.
경주시는 나아가 APEC 정상회의를 발판으로 ‘아시아판 다보스포럼’ 유치에도 나선다.
글로벌 리더와 기업, 연구기관이 한자리에 모여 경제·문화·기후·기술 등 미래 의제를 논의하는 상설 국제포럼을 경주에 정착시키는 것이 목표다.
주낙영 시장은 “APEC은 끝이 아니라 시작”이라며 “이번 회의는 행정이 아닌 시민이 함께 만든 역사적 무대가 될 것”이라고 말했다. 이어 “경주는 이제 세계를 맞이할 준비를 마쳤고, APEC 이후에는 세계가 다시 찾는 도시로 도약할 것”이라고 강조했다.

Gyeongju City entered the APEC bidding race in 2023, uniting the government, North Gyeongsang Province, and local communities.

The city's experience hosting large-scale international events, centered around the Hwabaek International Convention Center (HICO) and Bomun Tourist Complex, also played a key role.

Concerns raised immediately after being confirmed as the APEC host city regarding "lack of facilities" and "limited preparation time" have already been resolved.
Gyeongju has now completed all preparations and is now entering the "execution phase."
The main venue, the Hwabaek Convention Center (HICO), has completed improvements to its security, communications, and protocol facilities. Detailed route planning, including the conference hall, press center, and control room, has also been completed.
Accommodation facilities have also been improved. The PRS (Prime Ministerial Residences) Committee, formed jointly by Gyeongbuk Province and Gyeongju City, has secured a total of 35 PRSs through remodeling and new construction and has completed the accommodation assignments for approximately 7,700 participants, including government delegations, businesspeople, and media.

■ A Quality Built by Citizens... 'Citizens' APEC' Completed Through Voluntary Participation
Gyeongju City prioritizes citizen participation in APEC operations.
The city aims to minimize inconvenience to citizens during the event and operate it as a festival-style conference, fostered by citizens' participation.
City buses and taxis will operate as usual, with temporary shuttle buses operating in restricted areas.
Furthermore, situation rooms for roads, transportation, and the environment will be operated 24/7 to address any inconveniences.
Support for small businesses and the tourism industry is also active.
The city is providing hospitality and hygiene training to accommodation and restaurant businesses, and is promoting a campaign to stabilize accommodation rates and expand the number of affordable establishments.
The voluntary participation and hospitality culture of citizens are particularly noteworthy. Approximately 700 people participated in the "Citizen Volunteer Group's Guest Welcoming Renovation Day," and 3,000 people participated in the "Pan-Citizen Action Resolution Rally."
Furthermore, 1,500 people from 70 organizations are continuing cleanliness activities in key areas such as Hwangridan-gil and Jungang Shopping Center through the "One Organization, One Responsibility Zone" system.
Institutions, schools, and businesses also participate in "APEC Clean Day," held every fourth week of the month, to improve the urban environment.
Mayor Joo Nak-young stated, "This meeting is not an event led by the government, but a festival created by citizens together." He added, "The order and hospitality of citizens are Gyeongju's greatest competitive edge."
■ Regional Economic Ripple Effect of KRW 7 Trillion... APEC Will Change Gyeongju's Economic Map
According to an analysis by the Korea Chamber of Commerce and Industry and Deloitte Consulting, the economic impact of hosting APEC on Gyeongju is estimated at approximately KRW 7.4 trillion. Of this, the short-term direct impact is estimated at KRW 3.3 trillion, while the mid- to long-term added value, including tourism and consumption, amounts to KRW 4.1 trillion.
The employment inducement effect is also expected to generate approximately 22,600 jobs.
Gyeongju City is implementing diverse on-site support measures to ensure these benefits directly impact the local economy.
The city is enhancing service competitiveness by providing quality improvement training for the dining, lodging, and tourism industries, designating 150 foreigner-friendly restaurants, and providing multilingual menus and signage.
In cooperation with Gyeongbuk Province, the city is also promoting voluntary accommodation rate agreements and service improvement training, encouraging industry voluntary stabilization.

Gyeongju City is preparing to leap forward as a "global city that the world returns to" through APEC. Gyeongju plans to strengthen its position as an international conference city by permanently hosting various international conferences and industry forums, leveraging the Global Conference Complex (GGCC), centered around the Hwabaek International Convention Center (HICO).
The city will also pursue expansion of residential tourism infrastructure linked to major tourist destinations such as the Bomun Tourist Complex, Hwangridan-gil, and Bulguksa Temple.
The city plans to increase the length of stay for foreign tourists by combining nighttime scenery with cultural activities, and to promote Gyeongju's appeal to the world by inviting journalists and travel agencies for APEC participating countries.
Gyeongju City will also leverage the APEC Summit as a springboard to host an "Asian Davos Forum."
The city aims to establish a permanent international forum in Gyeongju where global leaders, companies, and research institutions will gather to discuss future agendas such as economy, culture, climate, and technology.
