【브레이크뉴스 대구】진예솔 기자=국민의힘 김승수 의원(대구 북구을)은 23일, ‘캐릭터산업진흥법 제정에 대한 설문조사와 정책제안’이라는 국정감사 정책자료집을 발간하며 캐릭터산업의 중요성을 강조했다.
그는 “지금이야말로 K-콘텐츠의 뿌리가 되는 캐릭터산업을 국가 차원에서 전략적으로 육성할 때”라고 밝혔다.
이번 정책자료집은 캐릭터산업의 독립적인 진흥법 제정이 시급하다는 점을 부각시키고 있다. 김 의원은 “K-콘텐츠의 성공 뒤에는 언제나 독창적인 캐릭터가 있었다”며, 캐릭터산업이 K-콘텐츠 수출의 출발점이자 미래 성장동력임을 강조했다. 그러나 현재 캐릭터산업은 콘텐츠 산업 장르 중 유일하게 독립 진흥법이 없어 정책적·재정적 지원체계가 부족하다는 점을 지적했다.
김 의원실이 월간 아이러브캐릭터와 협력하여 실시한 설문조사에 따르면, 응답한 캐릭터업계 44곳 중 93%가 캐릭터산업진흥법 제정에 찬성한다고 밝혔다. 이들은 독립적인 위상 확립, 지식재산권 보호 강화, 글로벌 시장 변화 대응력 제고 등을 이유로 들었다.
설문조사 결과, 응답자들은 독립법 제정 시 가장 우선적으로 추진해야 할 과제로 산업 지원(61.4%), 산업 활성화(59.1%), 지식재산권(IP) 보호(43.2%) 등을 언급했다. 또한, 해외 진출 및 유통 활성화, 전문 인력 양성 등도 주요 정책과제로 제안되었다.
업계가 겪고 있는 가장 큰 어려움으로는 저작권 피해 우려와 수출 및 해외시장 정보 부족이 각각 51.2%로 나타났다. 이어서 금융지원제도 부족과 해외 마케팅 지원 부족이 각각 41.5%로 지적되었다. 이는 중소 콘텐츠 기업들이 해외시장 진입을 위한 자금 조달과 정보 접근성의 한계를 호소하고 있음을 보여준다.
김 의원은 이번 정책자료집을 통해 법·제도 기반 마련, 해외 진출 및 글로벌 경쟁력 강화, 재정 및 자금지원 체계 확립 등 ‘캐릭터산업 진흥을 위한 5대 정책과제’를 제시했다. 특히 그는 국회 법제실과 협의하여 마련한 캐릭터산업진흥법 제정안 초안에 업계 설문조사 결과와 전문가 자문 내용을 반영할 계획이라고 밝혔다.
제정안에는 5년 단위 진흥계획 수립, 지식재산권 보호 강화, 법정 지원 근거 마련 등 구체적인 정책 과제가 포함될 예정이다. 김 의원은 이를 통해 지속 가능한 캐릭터산업 성장 기반을 제도적으로 마련하겠다는 방침이다.
그는 “캐릭터산업은 창의력과 기술, 지식재산, 유통이 결합된 복합 콘텐츠로, 향후 K-콘텐츠 경쟁력을 이끌 핵심 기반산업”이라며, 현행 제도만으로는 산업 생태계를 안정적으로 뒷받침하기에는 한계가 있다고 지적했다.
김 의원은 “업계 설문조사를 통해 현장의 애로사항이 확인된 만큼, 이를 토대로 캐릭터산업진흥법을 제정해 보다 체계적인 지원 기반을 마련하고 글로벌 시장에서 K-캐릭터의 경쟁력을 한층 높일 수 있도록 더욱 노력하겠다”고 강한 의지를 밝혔다.
