임 의원은 “생산자 조직의 전문화를 통해 농가의 협상력과 품목별 수급조절 기능을 더욱 강화해야 한다”고 주장했다.
정부는 최근 ▲유통 스마트화 ▲도매시장 공공성 강화 ▲소비자 합리적 선택 지원 ▲안정적인 생산·유통 기반 구축 등을 주요 전략으로 내세운 ‘농산물 유통구조 개선방안’을 발표한 바 있다.
이에 임 의원은 “가장 시급한 과제는 생산자 조직을 튼튼하게 세우는 일”이라며, “농가가 힘을 모아야 제값을 받을 수 있고, 안정적으로 농사를 지을 수 있다”고 밝혔다.
임 의원은 “품목농협이 활성화되면 유통 단계가 줄고, 품질관리와 대량 출하, 적기 공급이 가능해져 시장 안정에 핵심 역할을 하게 된다”고 설명했다.
하지만 현행 농협 구조는 지역농협 중심으로 짜여 있어, 신생 품목농협에 대한 지원과 육성은 여전히 부족하다는 지적이다. 특히, 신규 품목농협은 담보나 실적이 부족해 정책자금에 손쉽게 접근하기 어렵다는 점을 짚었다.
품목농협 설립 절차의 문턱이 높다는 점도 문제로 제기됐다. 현행 농협법 시행령에 따르면, 지역조합은 재배면적 1,000㎡ 이상이면 조합원 가입이 가능하지만, 품목조합은 5,000㎡ 이상을 요구해 다섯 배에 달한다. 또한 지역조합은 공동경영주나 종사자도 회원으로 가입할 수 있지만, 품목조합은 농업경영주만 가입할 수 있다.
임 의원은 “품목농협 설립 시도가 알려지기만 해도 기존 지역농협의 반발이 크다”며, “기득권의 견제에 더해 제도적 진입장벽도 너무 높다. 농협중앙회가 신생 품목농협을 체계적으로 지원할 수 있는 인큐베이팅 역할을 맡아야 한다”고 말했다.
또한 “정부의 유통구조 개선 정책이 실제 성과를 내기 위해서는 농협이 중심에 서야 한다”며, “신생 품목농협이 자금을 마련하고 계약재배를 확대할 수 있도록 농협중앙회의 적극적인 지원이 필요하다”고 덧붙였다. 아울러 임 의원은 영남채소농협이 11월 말 회원가입 신청서를 제출할 예정이라며, 중앙회에 신속한 심사를 당부했다.
임 의원은 “지난해 기준 농업지원사업비가 6,667억 원, 무이자자금만도 13조 원을 넘는다”며, “농협중앙회가 의지만 있다면 충분히 지원할 수 있는 여력이 있다. 농산물 유통구조 개선의 출발점이자 농협의 가장 중요한 역할은 바로 품목농협 활성화에 있다”고 힘주어 말했다.

Representative Lim explained, "Vitalizing product-specific agricultural cooperatives will reduce distribution steps, facilitate quality control, mass shipments, and timely supply, and play a key role in market stability." However, the current agricultural cooperative structure, centered around regional cooperatives, remains insufficient in terms of support and development for new commodity cooperatives. In particular, it was pointed out that new commodity cooperatives lack sufficient collateral and track record, making it difficult for them to easily access policy funds.
The high hurdles to establishing commodity cooperatives were also raised as a problem. According to the current Enforcement Decree of the Agricultural Cooperative Act, regional cooperatives can become members if their cultivation area exceeds 1,000 square meters, while commodity cooperatives require at least 5,000 square meters, a fivefold increase. Furthermore, while regional cooperatives allow joint owners and employees to join, commodity cooperatives only allow farmers to become owners.
Representative Lim stated, "Even the mere announcement of attempts to establish commodity cooperatives faces significant opposition from existing regional cooperatives." He added, "In addition to the checks and balances of vested interests, the institutional barriers to entry are too high. The National Agricultural Cooperative Federation (NACF) should play an incubating role that systematically supports new commodity cooperatives."
He also stated, "For the government's distribution structure improvement policy to bear fruit, the National Agricultural Cooperative Federation must be at the center." He added, "The National Agricultural Cooperative Federation (NACF) needs active support to help new agricultural cooperatives secure funds and expand contract farming." Rep. Lim also stated that the Yeongnam Vegetable Cooperative plans to submit its membership application at the end of November and urged the NACF to expedite its review.
Rep. Lim emphasized, "As of last year, agricultural support project funds amounted to 666.7 billion won, and interest-free funds alone exceeded 13 trillion won. The NACF has the capacity to provide sufficient support if it has the will. The starting point for improving the agricultural distribution structure, and NACF's most important role, lies in revitalizing agricultural cooperatives."
