한국마사회는 경마가 열리지 않는 수요일과 목요일에 전국 26개 지사(장외발매소)를 지역주민을 위한 문화센터로 운영하고 있다. 백화점이나 대형마트 문화센터에 비해 매우 저렴한 수강료로, 지역사회와의 상생을 실천하고 있다.
한국마사회 문화센터는 계절별 학기제로 운영되며, 현재 회원 수는 연간 약 4만여 명이 이용할 정도로 지역주민들의 꾸준한 호응을 얻고 있다.
