경기도 화성시 남양읍 무송리 산100-1번지 일원에서 추진 중인 무송일반산업단지 조성사업이 오는 10월 30일 열리는 경기도 지방산업단지계획 심의위원회를 앞두고 있다.
사업 지연이 길어지면서 사업시행자인 무송산업단지㈜는 “지역 발전의 기반이 될 이번 심의 통과가 중요하다”고 밝혔다.
사업 개요와 추진 배경
무송일반산업단지는 약 14만6500㎡ 규모로, 비도시지역의 무분별한 개별 공장·창고 입지를 줄이고, 기반시설을 체계적으로 공급하기 위한 사업이다.
이 지역은 2008년 토지적성평가에서 3~4등급으로 평가돼 개발 가능성이 인정되었고, 이후 경기도 도시계획위원회 심의를 거쳐 ‘계획관리지역’으로 지정(경기도 고시 제2008-160호)됐다.
이는 난개발을 방지하고 지역 발전을 계획적으로 관리하기 위한 도시계획상의 결정이다.
사업은 2016년 투자의향서 제출을 시작으로 추진되었으며, 2017년에는 경기도 지방산업입지심의회 통과로 산업단지 물량이 배정됐다.
사업 시행 과정에서 일부 환경등급이 높은 지역(7등급)은 제외하고, 녹지 공간을 보전해 약 3640㎡ 규모의 공원 조성 계획도 포함됐다. 다만, 2019년 승인 신청 이후 2020년 경기도 지방산업단지계획위원회 심의에서 부결되면서 사업이 일시 중단됐다.
무송산업단지㈜는 그동안 부지의 절반 이상(51.5%)을 매입하고 약 280억 원의 관련 용역비를 투입하는 등 사업 기반을 유지해 왔다.
2022년 이후 재추진이 가능해지자, 사업자는 화성시와 협의를 거쳐 2024년 6월 재승인 신청을 진행했고, 주민 및 토지소유자 설명회를 개최했다.
같은 해 7월에는 한강유역환경청과 전략환경영향평가 협의를 마쳤으며, 10월에는 경기도 산업단지 지정계획 반영까지 완료했다.
현재는 중앙토지수용위원회와의 공익성 협의도 마무리돼 행정절차가 막바지 단계에 있다.
“지역 균형발전과 상생모델 구축 목표”
무송산업단지㈜ 관계자는 “이 사업은 단순한 공장단지 조성이 아니라, 지역 산업 구조를 체계화하고 환경과 조화를 이루는 지속 가능한 발전 모델을 만드는 것이 목표”라며 “산업단지가 정상 추진되면 화성 남부권의 산업기반 확충과 일자리 창출, 지역경제 활성화에도 기여할 것으로 기대한다”고 말했다.
이어 “이번 심의가 원활히 진행된다면 행정 절차의 장기 지연으로 인한 부담을 해소하고, 공익적 성격의 개발사업이 안정적으로 추진될 수 있을 것”이라고 덧붙였다.

The Musong General Industrial Complex development project, currently underway in the area of San 100-1, Musong-ri, Namyang-eup, Hwaseong-si, Gyeonggi-do, is approaching the Gyeonggi Provincial Industrial Complex Plan Review Committee, scheduled for October 30th.
As the project delay has lengthened, Musong Industrial Complex Co., Ltd., the project operator, stated, "The passage of this review is crucial, as it will serve as the foundation for local development."
Project Overview and Background
The Musong General Industrial Complex spans approximately 146,500 ㎡ and is a project intended to reduce the indiscriminate establishment of individual factories and warehouses in non-urban areas and to systematically supply essential infrastructure.
This area was assessed as Grade 3-4 in the 2008 Land Suitability Assessment, confirming its development potential. Subsequently, it was designated as a 'Planned Management Area' (Gyeonggi-do Notice No. 2008-160) following a review by the Gyeonggi Provincial Urban Planning Committee.
This was a city planning decision aimed at preventing haphazard development and managing regional development in a systematic manner.
The project was initiated with the submission of a Letter of Intent for Investment in 2016, and industrial complex volume was allocated following its passage through the Gyeonggi Provincial Industrial Location Review Committee in 2017.
During the project implementation, areas with high environmental grades (Grade 7) were excluded, and a plan to create a park of approximately 3,640 ㎡ was included to conserve green space. However, after the application for approval in 2019, the project was temporarily halted following a rejection by the Gyeonggi Provincial Industrial Complex Plan Review Committee in 2020.
Musong Industrial Complex Co., Ltd. has maintained the project's foundation by purchasing over half (51.5%) of the site and investing approximately 28 billion KRW in related service fees.
When re-initiation became possible after 2022, the operator consulted with Hwaseong City, submitted an application for re-approval in June 2024, and held briefing sessions for residents and landowners. In July of the same year, negotiations for the Strategic Environmental Impact Assessment were concluded with the Han River Basin Environmental Office, and by October, the project had been reflected in Gyeonggi Province’s Industrial Complex Designation Plan.
Currently, discussions regarding public interest with the Central Land Tribunal have also been completed, bringing the administrative procedures to their final stage.
“Goal: Regional Balanced Development and Establishing a Mutually Beneficial Model”
An official from Musong Industrial Complex Co., Ltd. stated, “This project is not merely about creating a factory complex; its goal is to systematize the local industrial structure and create a sustainable development model that harmonizes with the environment. We expect the successful implementation of the industrial complex to contribute to the expansion of the industrial base, job creation, and revitalization of the local economy in the southern Hwaseong area.”
The official added, “If this review proceeds smoothly, it will alleviate the burden caused by the long-term delay in administrative procedures and allow for the stable promotion of this development project, which is public in nature.”
