충남 서산시의회가 30일 제5차 본회의를 열고 제309회 임시회 일정을 모두 마무리했다. 이번 임시회는 10일간 조례안 11건, 동의안 10건, 승인안 1건 등 총 25개 안건을 처리하며 시정 현안 점검에 집중했다.
이번 회기 중 24일부터 28일까지 진행된 시정질문에서는 지역 현안 전반에 걸쳐 89건의 질문이 제기됐다. 의원들은 주요 정책의 실효성을 점검하고 시민 체감형 행정을 요구하며, 집행부의 적극적인 대응을 촉구했다.
운영위원회(위원장 한석화)는 ‘서산시의회 입법·법률 고문 운영 조례 일부개정조례안’(가선숙 의원 대표발의)을 원안 가결했다.
행정문화복지위원회(위원장 강문수) 소관 안건으로는 ‘서산시 안심귀가 환경 조성 조례안’(한석화 의원 대표발의), ‘서산시 행정기구 및 정원 운영 조례 일부개정조례안’(자치행정과), ‘공유재산관리 특별회계 설치 및 운용 조례 일부개정조례안’(회계과) 등 5건이 원안대로 통과됐다.
산업건설위원회(위원장 안동석)는 ‘서산시 도시숲 등의 조성 및 관리 조례 일부개정조례안’(산림공원과)을 비롯해 총 5건을 심사해 원안 및 수정 가결했다. 특히 ‘물놀이형 수경시설 수질 유지·관리 조례안’(한석화 의원 대표발의)과 ‘서산시 관광 캐릭터 관리 조례안’(관광과)은 일부 조항이 수정돼 의결됐다.
본회의에서는 의원들의 활발한 자유발언도 이어졌다.
이수의 의원은 ‘서산시 시민참여형 태양광에너지 복지 및 수익지원 조례안’을, 이경화 의원은 ‘재정의 현실을 직시하고 시정의 방향을 바로 세워야 합니다’를 주제로 5분 자유발언을 진행했다.
또한 가선숙 의원이 대표발의한 ‘복지신청 자동지급제 시행 촉구 건의안’이 본회의에서 채택됐다.
이날 회의에서는 안원기 의원의 신상발언도 이어져, 시정질문 답변에 대한 입장을 밝혔다.
