[브레이크뉴스=배종태 기자] 부산시는 4일 오전 9시 시청에서 박형준 시장 주재로 ‘2025년 제2회 부산광역시 안전관리위원회’를 열고 오는 15일 열리는 ‘제20회 부산불꽃축제’의 안전관리계획을 최종 점검했다.
이번 축제는 광안리해수욕장, 이기대, 동백섬 일원에서 개최되며 100만 명 이상이 모일 것으로 예상된다.
이날 회의에는 지역 재난관리 책임기관장과 민간 화약전문가 등 40여 명이 참석해 유형별 안전대책을 검토하고, 유관기관 간 협력체계를 강화하기로 했다.
시는 지난 9월부터 관련 실무자 회의를 이어왔으며, 지난 10월 30일 행정부시장 주재 지역안전협의회에서 시민 동선과 대피로, 의료·소방·해상 대응체계 등을 점검했다.
이번 회의에서는 종합상황실 운영, 관람객 관리, 대중교통, 화재 및 해상 안전 등 분야별 계획이 논의됐다. 안전관리계획안에는 현장 직통 핫라인 설치, 단체 소통망 구축, 해변로 총량제 적용, 인파 분산용 울타리 설치 등 밀집사고 예방대책이 포함됐다.
또한 지스타 2025(11월 13~16일) 관람객 이동이 겹칠 가능성에 대비해 경찰과 안전요원을 수영역 환승센터 등 주요 거점에 배치해 혼잡을 최소화할 방침이다.
외국인 방문객을 위한 안전대책도 강화된다. 주요 구간과 환승센터에 영어 등 외국어 안내표지판을 설치하고, 외국인 대상 안전안내를 확대할 예정이다. 아울러 지난 지역안전협의회에서 제기된 미승인 드론 대응 절차를 보완해 실질적 대응력을 높이기로 했다.
박형준 시장은 “시민 안전은 어떤 상황에서도 타협할 수 없는 가치”라며 “불꽃축제가 끝나는 순간이 아닌 시민이 무사히 귀가하는 순간까지 긴장의 끈을 놓지 않고 대비해야 한다”고 강조했다.

Busan Metropolitan City held the second session of the 2025 Busan Safety Management Committee at City Hall on November 4, chaired by Mayor Park Hyung-joon, to finalize safety plans for the upcoming 20th Busan Fireworks Festival scheduled for November 15. The event will take place across Gwangalli Beach, Igidae, and Dongbaek Island, and is expected to attract over one million visitors.
More than 40 participants, including local disaster management officials and private pyrotechnic experts, joined the meeting to review safety protocols by category and reinforce inter-agency coordination. Since September, city officials have held a series of preparatory meetings, and on October 30, a regional safety council led by the Deputy Mayor examined pedestrian flows, evacuation routes, and emergency systems for medical, fire, and maritime response.
The meeting covered operations of the main control center, crowd management, public transportation, and fire and maritime safety. The city’s updated safety plan includes a direct hotline for on-site communication, group messaging channels, crowd-limit systems along the beach and coastal roads, and temporary fencing to disperse dense crowds. With the G-Star 2025 game convention (Nov. 13–16) at BEXCO expected to overlap, additional police forces and safety staff will be deployed at Suyeong Station and other key points to prevent congestion.
Considering the high number of foreign visitors, the city will install multilingual signs, including English, at major festival zones and transit hubs, while expanding safety guidance for international guests. The plan also includes reinforced procedures against unauthorized drones, following discussions at the recent regional safety council.
Mayor Park stressed the city’s uncompromising stance on public safety, saying, “Safety is a value that cannot be negotiated under any circumstances. We must remain alert not only until the fireworks end, but until every citizen has made it home safely.”
