이재명 대통령이 7일 "수차례 논의를 통해 몇가지 정한 원칙이 있다"며 "연구자 여러분들한테 실패할 자유·권리를 주기로 했다"고 밝혔다.
이 대통령은 이날 오후 대전 유성구 국립중앙과학관에서 '다시 과학기술인을 꿈꾸는 대한민국' 주제로 열린 국민 보고회·토론회에서 이같이 말했다.
그러면서 "국가도 공부해야한다. 그게 숫자로 나타난 게 연구 개발 R&D 예산"이라며 "R&D 예산을 단편적으로 보면 그냥 놔둬도 되는데 굳이 결과물도 안 나오는 연구를 저렇게 해야 되나 생각이 드는 것들도 많은데 소위 기초 연구"라고 했다.
이어 "그래서 어떤 사람들은 그런 거 하지 말고 당장 그 돈으로 삽질하자라고 생각할 수도 있다"며 "판단 나름"이라고 했다.
또 "국가도 개인도 공부해야되며 기업도 연구 개발에 투자해야 미래가 있는 것"이라며 "그래서 대대적으로 원상 복구뿐 아닌 앞으로 과학기술 분야 연구 개발에 더 많은 국가 역량을 투여한다는 방침을 갖고 상상 못할 규모로 R&D 예산액을 늘렸다"고 전했다.
더불어 "연구 개발에 참여하는 분들한테 들은 이야기 중 제일 황당한 게 대한민국은 연구 개발 성공률이 90% 넘는다"고 했다.
이 대통령은 "연구 개발이란 특히 공공 부문 연구 개발 투자는 정말 어려운 과제들에 새로운 길을 내는 것"이라며 "실패하면 어떤가, 그 실패가 또 쌓여 성공 자산이 되는 것"이라고 했다.
그러면서 "실패를 용인하는 제대로 된 연구 개발을 할 수 있는 환경을 만들자"며 "그래야 나라가 흥할 수 있겠다는 생각이 들었다"고 덧붙였다.
한편 정부는 국가 과학자 제도를 신설해 국가 과학자를 연 20여 명 향후 5년 간 총 100여 명 규모로 선발 계획인 가운데 기준은 연구 성과 중심으로 이뤄진다.
