[브레이크뉴스=배종태 기자] 부산시와 부산시의회가 내년부터 3~5세 어린이집 필요경비 전액 지원과 0~2세 급간식비 인상 등 보육지원 확대에 나선다. 시는 ‘부산형 전면 무상보육’ 실현을 목표로 예산과 제도 기반을 마련해 아이 키우기 좋은 도시 조성에 속도를 낸다.
부산시와 시의회는 2026년부터 부모의 양육 부담을 획기적으로 줄이고 보육의 질을 높이기 위해 어린이집 필요경비와 급간식비 등 보육 전반의 지원을 대폭 확대한다고 10일 밝혔다.
시는 이날 오후 시청 들락날락에서 ‘2026 어린이집 3~5세 전면 무상보육 선포식’을 열고, 내년부터 실질적인 무상보육 실현을 위한 지원 정책을 발표했다. 선포식에는 박형준 시장, 안성민 시의회의장, 보육기관 관계자 등이 참석했다.
부산형 육아정책 브랜드 ‘당신처럼 애지중지’의 핵심 시책인 ‘어린이집 필요경비 지원사업’은 내년부터 월 4만 원을 추가 지원하며 3~5세 아동의 실질적 무상보육을 추진한다. 지난해 3~5세 특별활동비와 현장학습비 지원을 시작으로, 올해는 5세 부모부담행사비를 추가 지원한 데 이어 내년에는 3~4세와 특성화비용(월 3만 원) 지원까지 확대된다.
특성화비용은 일반 프로그램 외 교재·교구 구입에 필요한 비용으로, 시는 이번 지원 확대를 통해 어린이집의 프로그램 다양화와 보육서비스 질 향상이 기대된다고 설명했다.
영아(0~2세)에 대한 지원도 늘어난다. 시는 현재 월 8천 원인 급간식비를 내년부터 월 1만 2천 원으로 인상해 유아(3~5세) 급간식비와의 격차를 줄인다. 이는 부산 어린이집 이용 영유아의 70% 이상을 차지하는 0~2세를 대상으로 한 지원 확대 조치다.
또한, 정부 보육료 지원 대상에서 제외된 외국국적 유아(3~5세)에 대해서는 시비로 월 10만 원의 보육료를 지원한다. 시는 이번 정책이 외국인 가정의 양육 부담을 완화하고, 외국인 주민이 안정적으로 정주할 수 있는 환경 조성에 기여할 것으로 기대하고 있다.

한편 시는 부모의 돌봄 부담 완화를 위해 ‘부산형 365열린시간제 어린이집’을 올해 10곳에서 내년 13곳으로 확대하고, ‘시간제 보육기관’을 10개 반 추가한다. 맞벌이 부모의 일·가정 양립을 돕기 위한 ‘공동직장어린이집’도 내년 3월 두 곳을 추가해 총 7곳으로 늘릴 예정이다.
안성민 시의장은 “저출생 문제 해결은 부모가 안심하고 아이를 맡길 수 있는 양질의 공적 보육환경 조성에서 출발해야 한다”고 강조했다.
박형준 시장은 “지난해 부산의 합계출산율이 반등하고 출생아 수 증가율이 전국 1위를 기록하는 등 긍정적 흐름이 이어지고 있다”며 “부산형 전면 무상보육을 비롯해 교육·일자리·주거가 연결된 통합 육아도시로 발전시켜 아이들의 웃음이 넘치는 도시를 만들겠다”고 말했다.

Busan city will introduce full free childcare for children aged 3 to 5 starting next year, expanding financial support for daycare expenses and meal costs to ease parents’ burdens and improve the quality of early childhood care.
BUSAN— The Busan Metropolitan Government and the city council announced Monday that they will dramatically expand childcare support from 2026, including full coverage of daycare expenses for children between 3 and 5 years old and higher meal subsidies for infants.
The initiative aims to achieve “Busan-type universal free childcare” by next year. Mayor Park Heong-joon and City Council Chairman Ahn Sung-min attended a declaration ceremony held at City Hall to unveil the new policy.
Under the city’s childcare policy brand “Just Like You Cherish,” the daycare expense support program will add 40,000 won ($29) per month in subsidies for ages 3 to 5, covering activity fees, field trip costs, and other parental charges. A new category of “special program fees,” 30,000 won per month, will also be introduced to enhance teaching materials and improve program quality.
Busan will additionally raise meal support for infants aged 0 to 2 from 8,000 won to 12,000 won per month, narrowing the gap with the 20,800 won provided to older children. City officials said this upgrade would benefit more than 70 percent of children enrolled in local daycare centers.
Foreign children aged 3 to 5, who are excluded from national childcare subsidies due to citizenship restrictions, will receive 100,000 won in monthly support directly from the city. Busan said the measure will lessen the childcare cost burden for foreign residents and promote an inclusive environment for multicultural families.
To support working parents, the city will also expand its “365 Open Hour Daycare Centers” that operate on nights, weekends, and holidays, growing from 10 to 13 facilities next year. Ten new part-time daycare classrooms will be added, and two additional joint workplace daycare centers will open in March, bringing the total to seven.
Council Chair Ahn said the policy is “a crucial step toward public childcare that matches the quality of parental care,” adding that such initiatives address the root causes of Korea’s low birth rate.
Mayor Park noted that Busan’s fertility rate recently rebounded after nine years, with the city recording the nation’s highest birth growth rate in June. “We will continue building an integrated parenting city connecting childcare, education, housing, and jobs so that Busan becomes a city filled with children’s laughter,” he said.
