이재명 대통령이 12일 "뭣보다 중요한 건 수도권 일극 체제를 개선하고 전국이 고루 발전 기회를 누리는 균형 발전 실현을 위해 중앙·지방이 더 강력하고 동등한 협력 파트너가 돼야 한다"고 밝혔다.
이 대통령은 이날 오전 용산 대통령실에서 열린 제9회 중앙지방협력회의에서 "(지방 정부는) 권한·재정이 많이 부족한 게 사실이며 무늬만 지방자치란 비판적 평가도 실제 있다"며 이같이 말했다.
또 "중앙 정부는 앞으로도 국민 삶을 개선하고, 더 나은 대한민국 미래를 해쳐 나가는 일을 지방 정부와 함께 만들어 갈 것"이라고 밝혔다.
이어 "내년도 예산안이 마중물이 될 것"이라며 "우선 지방 우대 원칙을 명확히 했으며 수도권에서 거리가 멀수록 더 두텁게 지원하고 포괄 보조 규모를 대폭 확대했다"고 했다.
그러면서 "지역균형발전특별회계 지방 자율 재정 예산 규모를 3.8조에서 10.6조로 거의 세 배 가까이 늘렸다"며 "지방 재정 자율성을 대폭 확대할 걸로 생각한다"고 했다.
더불어 "이에 그치지 않고 국가 사무 지방 이전·지방 재정 분권 확대·공공기관 지방 이전도 박차를 가할 것"이라며 "지방 정부도 확대된 권한을 바탕으로 국민 삶을 실질 변화시키는 일에 책임감 갖고 추진해달라"고 주문했다.
