충남 태안군이 지난 8월 실시된 ‘2025년 을지연습’ 평가에서 충청남도 최우수기관으로 선정되는 성과를 거뒀다.
태안군은 17일 “지난 8월 18일부터 21일까지 4일간 실시된 2025년 을지연습에서 위기관리 능력과 전시 전환 절차 숙달, 실제훈련 등 전 분야에서 높은 평가를 받아 충남도 최우수기관으로 선정됐다”고 밝혔다.
이번 평가는 도내 지자체와 유관기관의 비상대비 역량 강화를 목표로 진행됐으며, 전시 직제편성훈련 ,전시 종합상황실 운영 ,도상연습 ,실제훈련 ,기관장 참여도 등 7개 분야 28개 지표를 기준으로 점검이 이뤄졌다.
태안군은 이번 훈련에서 기관장의 직접 참여와 실질적 대응체계 구축 노력으로 주목받았다. 가세로 군수는 훈련 전 준비 단계부터 연습 종료까지 모든 보고회와 공습대비 민방위훈련을 직접 주재하며 지휘체계를 확립했다.
또한, 변화하는 안보 환경에 대응하기 위해 훈련 전 연습 근무자 및 충무계획 담당자 등 130여 명을 대상으로 ‘핵·WMD(대량살상무기) 사후관리 교육’을 실시해 공직자들의 안보의식과 위기 대응 역량을 강화했다.
특히 태안동학농민혁명기념관에서 실시된 실제훈련에는 6개 기관과 지역 주민 80여 명이 참여해 비상대비태세 점검과 통합방위 대응훈련을 진행했다. 기관 간 협조 체계 강화와 주민 참여 중심의 현장 대응 훈련으로 훈련의 완성도를 높였다는 평가다.
훈련 기간 동안 태안군은 전시종합상황실을 운영하며 주요 유관기관 담당자를 파견받아 정보 공유와 현장 대응 협조를 강화했다. 이를 통해 각 기관 간 유기적 협업체계를 구축하고, 비상 상황 시 신속하고 정확한 의사결정이 가능한 체계를 마련했다.
