최민호 세종시장이 행정수도 완성과 세종시 재정 구조 개선을 위한 국회 설득전에 본격 나섰다.
최 시장은 17일 국회를 방문해 장동혁 국민의힘 당대표와 송언석 원내대표를 잇따라 만나, 세종시 핵심 현안에 대한 당 차원의 전폭적인 지원을 요청했다.
이번 방문은 지난 13일 예산결산특별위원회와 국토교통위원회 소속 의원들과의 면담에 이어 진행된 것으로, 국가 균형발전의 상징이자 행정수도로서 세종시의 위상을 제도적으로 완성하기 위한 후속 행보다.
최 시장은 이 자리에서 “여야 모두가 행정수도 건설 필요성에 공감하고 있는 만큼, 연내 ‘행정수도건설특별법’ 제정을 통해 법적·제도적 토대를 마련해야 한다”고 강조했다.
이에 대해 장동혁 대표는 “행정수도 완성을 위해 당 차원의 전폭적인 지원을 아끼지 않겠다”고 화답했으며, 송언석 원내대표 역시 “보통교부세 제도 개선이 합리적으로 추진될 수 있도록 적극 협의하겠다”고 밝혔다.
최 시장은 세종시의 단층제 구조와 행정수도 기능 등 특수성을 감안할 때, 현행 16개 기초분 교부세 항목 중 5개만 지원받는 시스템으로는 도시 운영의 지속 가능성이 떨어진다고 지적하며 정률제 도입 등 근본적인 제도 개선을 재차 건의했다.
이는 지난 12일 용산 대통령실 중앙지방협력회의에서도 제안한 내용으로, 지방재정 체계의 합리적 개편에 대한 중앙과 지방의 공감대를 이어가는 행보다.
