협약식에는 김광열 영덕군수와 김기연 서울관광재단 대표이사를 비롯한 양 기관 관계자 20여 명이 참석했다. 두 기관은 이번 협약을 통해 상호 협력을 강화하고 지역관광 활성화를 위한 공동 사업을 본격 추진하기로 뜻을 모았다.
협약의 주요 내용은 △관광 정보교류 및 협력 네트워크 구축 △국내외 관광객을 대상으로 한 상호 관광홍보 협력 사업 운영 등으로, 지속 가능한 지역관광 생태계 조성에 초점을 맞추고 있다.
특히 이번 협약에서는 영덕대게축제, 물가자미축제, 황금은어축제 등 영덕군 대표 축제를 서울을 비롯한 국내외 시장에 효과적으로 알리고, 해양·미식 관광의 매력을 글로벌 차원에서 홍보하는 방안이 심도 있게 논의됐다.
영덕군은 최근 동해중부선 철도와 포항~영덕 고속도로 개통으로 접근성이 크게 향상된 만큼, 이번 협약을 계기로 수도권 관광객 유치에 적극 나선다는 계획이다.
김광열 영덕군수는 “이번 협약이 지역관광 발전의 모범적 협력 모델이자 지역경제 활성화의 촉매제가 될 것”이라며 “서울관광재단과 긴밀히 소통하며 실질적 성과를 만들어 가겠다”고 말했다.

Yeongdeok County plans to capitalize on this agreement by actively attracting tourists from the Seoul metropolitan area, given the significant improvement in accessibility with the recent opening of the Donghae Jungbu Line and the Pohang-Yeongdeok Expressway.
Yeongdeok County Mayor Kim Gwang-yeol stated, "This agreement will serve as an exemplary model of cooperation for the development of local tourism and a catalyst for revitalizing the local economy. We will work closely with the Seoul Tourism Foundation to achieve tangible results."
