고양특례시가 생활폐기물 감량과 자원 재활용 촉진을 위해 다양한 정책을 적극 추진하고 있다.
시는 순환자원 회수로봇과 자원순환가게 운영 확대는 물론 학교·지역사회와 연계한 교육 프로그램을 운영하며 ‘생활 속 자원순환’ 문화 확산에 속도를 내고 있다.
또한 내년부터는 폐목재를 유상 판매해 자원 선순환 기반을 더욱 강화할 계획이다.
현재 시에서는 하루 평균 310톤 이상의 생활폐기물이 배출되고 있으며, 이 가운데 180톤은 소각, 130톤은 수도권매립지에 매립된다.
그러나 2026년부터 수도권매립지의 생활폐기물 직매립이 전면 금지됨에 따라 체계적인 자원순환 정책의 필요성이 더욱 중요해지고 있다.

지난해 적환장에 적재된 대형폐기물은 총 2만 3,436톤이며, 이 중 폐목재는 1만 973톤(약 47%)에 달한다.
그동안 무상으로 처리해 왔던 폐목재를 앞으로는 유상 매각해 얻은 수익을 시 재정에 재투입함으로써 자원순환 구조를 구축한다는 방침이다.

시는 올해 재활용 효율성 향상을 위해 순환자원 회수로봇 11대를 고양시청 등 7곳에 설치·운영 중이다.

회수로봇은 투명 페트병과 캔을 자동 인식해 정확한 선별이 가능하며, 이용 시민에게는 개당 10포인트가 적립된다.
