고양특례시가 하수도 사용료 소급 부과 조치를 시민 중심 접근으로 안정적으로 마무리했다고 27일 밝혔다.
시는 올해 초 하수도 사용료 부과 누락 사실을 확인한 뒤 '부담은 최소화하고, 설명은 투명하게, 조정은 공정하게'라는 3대 원칙을 세우고 소급 정비에 착수했다.

당초 27억 원이었던 소급 부과액은 전입·전출 여부, 감면 요건, 시설 연결 상태 등을 일일이 확인하는 정밀 검토를 거쳐 24억 8천만 원으로 조정됐다.
이는 전체 금액의 8.4%가 감경된 것으로, 시민들의 불필요한 납부 부담이 크게 줄어들었다.
특히 전체 이의신청 222건 중 157건이 재산정 사유로 인정받아 처리 결정에 반영되는 등 개별 사정을 꼼꼼히 살피는 행정이 이뤄졌다.
시는 시민 부담 완화를 위해 최대 36회까지 분납할 수 있는 맞춤형 납부 지원을 운영했다.
그 결과 전체 대상 1,898건 중 87%가 분납을 선택했으며, 5~9월 부과액 중 4억 624만 원이 납부되며 순조로운 흐름을 만들어냈다.
소급 부과와 별도로 정상분 하수도 사용료도 투명하게 부과해 4~9월까지 6억 3천여만 원을 징수하며 요금 체계의 안정적인 회복세를 이끌었다.
시는 하수도요금TF팀을 통해 재발 방지 대책을 추진 중이다.
요금 프로그램 기능 보완과 내부 검증 절차 강화는 물론, 고양연구원과 함께 진행하는 '하수도 사용료 부과체계 개선 연구' 결과를 반영해 상시 점검 가능한 구조로 전면 개선할 계획이다.
