고양특례시가 건물부문 온실가스 감축을 위한 전문성 강화에 나섰다.
시는 26일 빛마루 방송지원센터에서 고양시 탄소중립지원센터와 함께 '고양시 탄소중립 시리즈 세미나 Ⅱ: 탄소중립과 공공건축'을 개최했다고 밝혔다.

환경정책과, 도시디자인담당관, 탄소중립지원센터가 공동 주최한 이번 세미나는 공무원의 전문성을 높이고 공공건축 분야의 정책·기술·사례를 공유하기 위해 마련됐다.
고양시는 지난 5월 수립한 '제1차 고양특례시 탄소중립·녹색성장 기본계획'에서 2030년까지 2018년 대비 온실가스 36% 감축 목표를 제시했다.
특히 건물부문은 시 전체 배출량의 약 60%를 차지하는 최대 배출원으로, 2030년까지 41% 감축이라는 도전적 목표가 설정돼 공공·민간 부문의 전면적 대응이 시급한 상황이다.
세미나에는 고양시 총괄계획가인 이제선 연세대 교수를 비롯해 포스코 A&C, 한국건설기술연구원, 지역경제녹색얼라이언스 등 산학연 전문가들이 참여했다.
전문가들은 친환경 건축 기술, 탄소중립 데이터 플랫폼, 녹색건축 인증, 공공기관 사례 등 건물부문 탄소중립 실현을 위한 다양한 주제를 발표하며 실무적 대안을 모색했다.
시 관계자는 "건물부문은 고양시 온실가스 배출의 가장 큰 비중을 차지하는 만큼, 설계·시공·운영 전 단계에서의 구조적 전환이 필요하다"고 강조했다.
이어 "공공건축의 발주·설계·관리 등 모든 행정 과정에서 '이 사업이 감축목표 달성에 어떻게 기여하는가'라는 질문이 기본이 돼야 한다"며 "이번 세미나가 실무 관점의 전환과 조직 역량 강화를 이끄는 출발점이 되길 기대한다"고 말했다.
고양시는 이번 세미나를 시작으로 수송·폐기물 등 분야별 탄소중립 세미나를 지속 개최해 공무원의 소양과 실무 역량을 강화할 계획이다.
또한 탄소중립 기본계획에 따라 2025년 추진사업 이행점검, 녹색생활 실천 및 감축 우수부서 포상 등을 추진하며 행정 전반에서 탄소중립 체계를 강화해 나갈 방침이다.
