파주시의회는 이정은 의원이 대표 발의한 파주시 사회복지사 등의 처우 및 지위 향상에 관한 조례 일부개정조례안을 제260회 정례회 자치행정위원회에 회부해 원안 가결했다.

파주시는 지난해 사회복지종사자 처우개선 종합계획 연구용역을 실시했으며 해당 연구는 2025년 8월 최종보고회를 끝으로 마무리됐다.
연구 과정에서는 설문조사와 FGI, 전문가 자문회의 등을 통해 현장의 요구와 제도 개선 방안이 폭넓게 도출됐으며 보수체계 개선과 근로여건 안정, 직무역량 강화, 지속 가능한 근무환경 조성 등 네 가지 추진전략과 13개 신규사업이 제시됐다.
이번 개정조례안은 이러한 종합계획의 결과를 행정과 예산에 실제 반영하기 위해 마련됐다.
처우개선위원회 운영을 강화하고 포상 규정을 신설하는 등 실효성 있는 개선책을 담은 것이 특징이다.
주요 개정 내용은 위원장 선출 방식을 당연직에서 호선으로 변경하고 위원회 정기회의를 연 2회 이상 개최하도록 한 점이며 또 사회복지기관과 사회복지사 등을 대상으로 한 포상 규정을 신설해 현장의 사기를 높일 수 있도록 했다.
이정은 의원은 지난 8월 확정된 종합계획은 단순한 연구에서 그치는 것이 아니라 내년도 본예산과 실제 사업으로 이어질 때 의미가 있다고 밝혔고 이어 이번 개정은 사회복지사들이 더 나은 환경에서 전문성을 발휘할 수 있도록 제도적 기반을 마련하는 첫 단계라고 말했다.

The Paju City Council referred a partial amendment to the Ordinance on Improving the Treatment and Status of Paju City Social Workers, sponsored by Councilmember Lee Jeong-eun, to the Autonomous Administration Committee of the 260th regular session and passed it in its original form.
Last year, Paju City conducted a research project on a comprehensive plan to improve the treatment of social workers, which concluded with a final report in August 2025.
