파주시의회가 청소년 중독 문제에 체계적으로 대응하기 위한 조례를 가결했다.
시의회는 28일 목진혁 의원이 대표 발의한 「파주시 청소년 중독 예방 및 치유 지원에 관한 조례안」을 제260회 정례회 자치행정위원회에서 원안가결 했다고 밝혔다.

목진혁 의원은 "청소년 중독 문제는 더 이상 개인의 일탈이 아니라 지역 사회의 미래 역량을 위협하는 요인"이라며 "파주시중독관리통합지원센터를 중심으로 전문적이고 제도적인 개입 체계를 구축해 청소년의 건강한 성장을 보호해야 한다"고 조례 제정 취지를 설명했다.
이번 조례 제정은 최근 청소년 중독 문제가 심각해지고 있는 상황에 대응하기 위한 것이다.
경찰청 국가수사본부의 '청소년 대상 사이버도박 특별단속'에서는 6개월간 1천 명이 넘는 청소년이 검거되는 등 온라인 환경 확산으로 유해 요소 접근성이 급격히 높아진 것으로 나타났다.
특히 도박, 알코올, 약물 등 중독성 행위에 노출된 청소년들은 성인보다 높은 의존성과 빠른 중독 진행 속도를 보여 피해가 더욱 심각한 것으로 알려졌다.
시의회는 이러한 문제가 결국 지역 사회의 안전과 공공건강을 위협하는 만큼 체계적이고 전문적인 지원 기반 마련이 시급하다고 판단했다.
