류 의원에 따르면 대구시는 현재 총 909대의 무인단속 카메라를 운영 중이며, 최근 4년간 장비 설치와 유지·관리에 시 예산 75억 원 이상을 투입했다. 그러나 올해에만 약 90만 건, 521억 원 규모의 과태료가 발생했지만 이 수입은 전액 중앙정부로 이관됐다는 설명이다.
류 의원은 “과태료 수입의 20%는 응급의료기금으로, 나머지는 국고로 들어가는 구조”라며 “지자체가 비용만 부담하고 실제 재원은 한 푼도 돌려받지 못하는 기형적인 상황”이라고 지적했다. 이어 “대구시는 교통안전 강화를 위해 장비를 계속 확충하고 있지만, 수익 구조가 바뀌지 않는 한 재정 부담만 커질 수밖에 없다”고 우려를 표했다.
특히 최근 대구시의 재정자립도가 38.2%까지 떨어진 점을 언급하며, 류 의원은 “부동산 경기 침체로 세입이 줄어든 상황에서 시민 안전과 직결된 교통안전 사업을 이어가려면 안정적인 재원 마련이 시급하다”고 강조했다.
류 의원은 “대구 시민의 세금으로 운영된 과태료 수입은 당연히 지역 교통안전 사업에 쓰여야 한다”며 “대구시는 과태료 수입을 지방세입으로 전환할 수 있도록 관련 법령 개정을 정부와 국회에 강력히 요구해야 한다”고 주장했다.
또 “과태료 수입이 교통사고 위험지역 개선 등 본래의 목적에 맞게 재투자될 수 있도록 ‘교통안전특별회계’ 부활도 적극 논의해야 한다”며 “전국 시·도와 힘을 합쳐 불합리한 재원 배분 구조를 바로잡아야 한다”고 말했다.

He also said, “We must actively discuss the revival of the ‘Traffic Safety Special Account’ so that the revenue from fines can be reinvested for its original purpose, such as improving traffic accident risk areas,” and “We must work together with cities and provinces across the country to correct the unreasonable resource allocation structure.”
