【브레이크뉴스 경주】박희경 기자=한국원자력환경공단(이사장 조성돈)이 고준위 방사성폐기물 관리사업의 국민 수용성 확보를 위해 학계와 협력에 나섰다.

공단은 지난 29일 이화여대 포스코관에서 한국소통학회(회장 송인덕)와 업무협약을 체결하고 연구·공론화 체계 구축에 공동 대응하기로 했다.
협약에 따라 양 기관은 ▲국민 인식 및 지역별 수용도 조사 ▲갈등 이슈 분석 및 공론화 전략 마련 ▲정보 공개·미디어 대응 체계 연구 ▲학술 행사 공동 개최 등에서 협력한다. 공단은 고준위 방폐물 관리와 관련한 소통 기반을 연구기관과 연계해 체계화하겠다는 방침이다.
이날 협약식과 함께 열린 특별세션은 ‘기술·소통·신뢰’를 주제로 진행됐다. 1부에서 공단은 고준위 방폐물 관리사업 현황과 처분시설 안전성 기술을 발표했다. 이어 군산대 고흥석 교수, 상지대 임종석 교수 등 6명이 패널토론에 참여해 정책 추진과 수용성 확보 방안을 논의했다.
2부에서는 강원대 김활빈 교수가 국내 언론 사설 분석 결과를 발표하며 고준위 방폐물 논의의 프레임 형성을 짚었다. 이어 포스텍 융합문명연구원의 김희진·조아라 박사가 ‘정의로운 전환’ 관점에서 고준위 방폐물 관리의 사회적 의미를 제기했고 학계 전문가 6명이 의견을 이어갔다.
조성돈 한국원자력환경공단 이사장은 “고준위 방폐물 정책은 기술보다 사회적 신뢰가 우선돼야 한다”며 “전문가·지역사회·국민과 지속적으로 소통할 것”이라고 말했다.

Korea Radioactive Waste Agency (KOREA) and the Korean Society for Communication Studies (KSCS) to Collaborate on Research on High-Level Radioactive Waste Acceptance
KOREA (Chairman Cho Sung-don) has begun collaborating with academia to secure public acceptance of the high-level radioactive waste management project.
On the 29th, the agency signed a memorandum of understanding (MOU) with the Korean Society for Communication Studies (President Song In-deok) at the POSCO Building at Ewha Womans University, agreeing to jointly develop a research and public awareness system.
Under the MOU, the two organizations will collaborate on: ▲ conducting public awareness and regional acceptance surveys; ▲ analyzing conflicting issues and developing public awareness strategies; ▲ researching information disclosure and media response systems; and ▲ co-hosting academic events. KSCS plans to systematize its communication infrastructure related to high-level radioactive waste management by linking it with research institutions.
A special session held alongside the MOU signing ceremony was themed "Technology, Communication, and Trust." In the first session, the agency presented the current status of the high-level radioactive waste management project and safety technology for disposal facilities. Following this, six experts, including Professor Koh Heung-seok of Kunsan National University and Professor Lim Jong-seok of Sangji University, participated in a panel discussion to discuss policy implementation and ways to ensure acceptance.
In the second part, Professor Kim Hwal-bin of Kangwon National University presented the results of an analysis of domestic media editorials and highlighted the framing of the high-level radioactive waste debate. Drs. Kim Hee-jin and Jo A-ra of the Institute for Convergence Civilization at POSTECH then raised the social implications of high-level radioactive waste management from the perspective of a "just transition," and six academic experts followed up with their opinions.
Cho Seong-don, Chairman of the Korea Radioactive Waste Agency, stated, "High-level radioactive waste policies must prioritize social trust over technology. We will continue to communicate with experts, local communities, and the public."
