이재명 대통령이 2일 "오늘날 한반도 평화는 그 어느 때보다 중요해지고 있다"며 "전쟁 종식·분단 극복·온전한 평화 정착은 민주주의를 완성하는 길"이라고 밝혔다.
이 대통령은 이날 오후 경기 고양시 일산 킨텍스 제1전시장에서 열린 제22기 민주평화통일자문회의 출범 회의에서 "올해는 분단 80년, 정전 협정 체결 72년 되는 해"라며 이같이 말했다.
그러면서 "노태우 정부 당시 남북기본합의서를 체결한 데 이어 김대중 정부는 역사적 6·15 공동선언을 합의했다"며 "노무현 정부는 10·4 선언, 문재인 정부는 판문점 선언-9·19 평양공동선언을 이끌어냈다"고 했다.
또 "남북이 대화·협력에 나설 때 국민 삶은 안정되고 나라는 미래에 대한 희망으로 충만해졌으나 대결·갈등으로 치달을 때 국민 삶은 불안하고 정치·경제·사회·민주주의는 위협받았다"고 했다.
이어 "끝나지 않는 전쟁 상황·분단 체제는 민주주의·정치 발전을 저해하고 경제 성장 발목을 잡는 요인이 됐다"며 "오직 국익 중심으로 경쟁하면서도 협력하는 게 세계적 흐름"이라고 했다.
더불어 "미·중도 격하게 부딪히는 것 같으나 한편 대화하고 협력한다"며 "유독 남·북은 대화·협력 없이 끊임없이 서로 적대하고 갈등 중으로 대화는 유례없이 장기간 중단돼 있으며 북측은 적대적 두 국가관계를 내세우고 있다"고 했다.
이 대통령은 "남·북 간 긴급히 소통할 일 있어도 연락채널마저 모두 단절돼 안타깝기 그지 없는 상황"이라며 "우리에게 놓인 시대적 과제는 남·북 간 적대·대결을 종식하고 평화 공존의 새 남북관계를 만드는 것"이라고 했다.
또 "지금 대화·협력이 단절돼 있으나 진정성을 갖고 먼저 손 내밀어 인내심 있게 노력해 나가면 북측 태도 역시 변할 수 있다"며 "평화는 성장의 다른 말이자 번영의 동력"이라고 했다.
그러면서 "평화가 경제·밥·민생·실용"이라며 "싸워서 이기는 것보다 싸울 필요 없는 상태 즉 평화를 튼튼히 구축하는 게 남북 모두에 최고 선택이자 가장 확실한 안보"라고 덧붙였다.
