파주시의회가 아동의 안전한 생활환경 조성을 위한 제도적 기반을 마련했다.
시의회는 지난 제260회 제2차 정례회 자치행정위원회에서 손성익 의원이 대표 발의한 「파주시 아동보호구역 운영 조례안」을 원안가결했다고 3일 밝혔다.

이번 조례안은 최근 파주시에서 발생한 아동 납치·유괴 시도 사건과 관련한 시민들의 민원이 계기가 됐다.
파주시가 「아동복지법」 등 상위법을 검토한 결과, 아동보호구역 지정에 관한 기본사항만 규정돼 있을 뿐 구체적인 기준과 절차, 안전시설 설치 등에 대한 세부기준이 미비한 것으로 확인됐다.
조례안의 주요 내용은 ▲아동보호구역 지정 및 해제 ▲구역 내 고정형 영상정보처리기기(CCTV) 및 안전시설물 설치 ▲아동보호를 위한 협력체계 구축 등을 담고 있다.
조례안을 대표 발의한 손성익 의원은 "현재 파주시는 아동보호구역의 상세한 기준과 절차 등이 충분히 마련돼 있지 않은 상황"이라며 "이번 조례 제정으로 아동이 자주 오가는 생활공간을 중심으로 범죄 예방 시설과 보호 체계가 한층 강화될 것"이라고 말했다.
손 의원은 이어 "우리 아이들이 일상 속에서 보다 안전하게 생활할 수 있는 환경을 조성하는 데 크게 기여할 것으로 기대한다"고 강조했다.
이번 조례안은 자치행정위원회를 통과한 만큼, 본회의 의결을 거쳐 최종 확정될 예정이다.
